Georgia was resumed. Sumner de?
nounced Bingham's amendment as nu
engino of rebel power and doctrine of
Stale rights, and as a loyal heresy with
which reconstruction had to contend. He
claimed that the only argument against
the power of Congress to interfere was
based upon technicalities, ned that Con?
gress was a high Court of Equity with
Georgia at the bar. Carpenter, in reply
to Sumner, delivered a lengthy constitu?
tional argument against the validity' of
the fundamental couditions upon a State,
urging that Georgia be either admitted
without qualification, or kept out until
the Government could trust her.
.The bill discontinuing the Freedmen's
Bureau, and for other purposes, was
passed by the House to-day. It repeals
all laws and prescribed duties for oflioerB
of the Freedmen's Bureau, so far as said
duties have uot yet been fully executed,
and transfers all money and property
hitherto entrusted to the Freedmen's
B.ureau, to the account of the Bureau of
Education, to bo expended exclusively
for "educational purposes among freed?
men and refugees, .having special refer
once tb aiding the establishment and use?
fulness of common schools among them.
The Bnreau of Education is to exercise
the same powers as those hitherto exer?
cised by the Freedmen's Bureau, in refer?
ence to ?ducation, and especially in co?
operating with benevolent or educational
societies and corporations. And the
same co-operation may be extended to
State, Territorial, County and municipal
authorities, for similar purposes, Sea.
The House, in committee on the tariff,

Augusta Railroad, and having executed
