this morning. Underwriters have ex?

Pakington, in the HouBe of Commons,
as to the romored over-loading of the

HAVANA, March 17.-Gen. Louis Arre?
dondo, leader of the Gui?es insurgents,
his adjutant and six of the band were
captured last night and executed this
morning. But three of the band now
remain.

Seoretary of Gov. Souter, of Tennessee,

In the Senate, Platt asked leave to of?

struction Committee to inquire into the
constitutionality of the enabling Act,
whereby Virginia was admitted. Brooke
objected, saying that Virginia bad beeu
reconstructed several times already.
Tho Senate disonssed the resolution
looking to the distribution of appoint
ments in the Executive Departments,
pro raia, among the States. Sawyer
made a speech, asserting that the South
had not received one-tenth of her share;
that a Biogle Congressional District in
the North had more saoh appointments
than any one Southern State.
In the Senate, the House bill abolish?
ing the franking privilege, was made the
special order for Tuesday next. A reso?
lution providing for open discussion of
treaties for foreign annexation, was re?
ferred to Committee on Foreign Rela?
tions.
Considerable discussion was elicited
upon a resolution looking to the more
equal distribution of Government patron?
age in Washington. Several Senators
deplored the appointment of youug men
to office here, it having a tendency to
disqualify them for usefulness.
A bill was reported amending consular
and diplomatic Acts.
A bill was introduced to consolidato all
the Indian tribes under territorial go?
vernment.
The Georgia bill was resumed.
Tho Senate confirmed the appoint?
ment of Luther Lee, collector of cus?
toms at New York.
In tho House, Platt of Virginia asked
leave to introduce a resolution requiring
the Reconstruction Committee to inquire
into tho constitutionality of the enabling
Act of "Virginia, by which State o iii cea
were vacated and vacancies filled by the
Governor. Brooks objected.
Tho House rejected the Tennessee res?
olution to expel Butler for alleged sale
of oadetships-the vote being 1(12 to 68.
A resolution of censure was unanimous?
ly adopted. The tariff bill was then re?
sumed. It is expected that the San Do?
mingo treaty will be disonssed in execu?
tive session on Wednesday next.

CHEYENNE, W. T., March 13.-The
latest news from Fort Fetterman is that
an Indian who came in yesterday from
Red Cloud's camp, on the Tongue River,
reports that the Indians are friendly and
desire peace. Mr, Richards left the
camp twenty-three days ago to commu?
nicate with the whites. Red Cloud
thinks that the conduot of the Indians
will depend upon what Mr. Richards re
Eorta. Red Cloud has 200 lodges with
im*.
RICHMOND, March 17.-A conflict of
authority between the newly-appointed
city authorities and the old incumbents
has arisen. Mayor Gaboon refuses to
give up tho office to Mayor Ellyson,
elected last night by the City Cou noil.
The former has sworn in 150 special
constables, including twenty colored
men, and the latter has 200 special of?
ficers. The old police force is divided
equally between the two Mayors. Elly?
son has possession of tho City Hall and
all othor public buildings, except the
Station House, which is held by the Ca?
lmen party. Gaboon wrote to Governor
Walker, stated his position and asked as?
sistance to maintain hisanthority. Walker
replied that Ellyson, being elected under
Act of the Legislature, he caunot recog?
nize tiny one else as Mayor; that Cahoon
is incapable of holding office under Vir?
ginia laws, as ho already holds a Federal
office; that no breach of the peace can
occur without Cahoon's act or approval.
Cahoon, with about thirty men, is be?
sieged in the lower station house by the
Ellyson party, who have cut off the gas
ana water, and forbid any provisions to
be sent there. A crowd of colored mon
bought out a buko shop und commenced
throwing bread up to tho windows, but
were driven oft by n special police. At
dark, Mayor Ellyson, Chief of Polico
Poe, and others, woro arrested by the
United States Marshall, for having re?
fused a revenue officer permission to see
Cahoon in his capacity us United States
Commissioner. They were bailed until to?
morrow. A company of troups havo been
brought iuto tho city, by order of
Canby. It is stated that Judge Under?
wood will arrive to-morrow, and issuo
an injunctiou prohibiting Ellyson from
exercising tho duties of tho office. Great
excitement hero nil day, and but little
business done.

extensivo frauds committed by the wash,
restoration and use of such internal
revenue adhesivo stamps as have been
used and cancelled by the machine
known as the "ribbon-stamp," it is
ordered and proscribed by internal
revenue bureau, that on and after May
1, 1870, all adhesive stamps used upon
tho instruments, documents, writing and
papers mentioned and described in
schedule B, of the internal revonue
laws, shall be cancelled by the person
affixing the same, either by writing upon
each and every stamp, in ink, the
initials of his name and the date, year,
month and day upon whioh the same is
attached or used, or by cutting and can?
celing the same with the machine called
"Wheeler's Patent Cancelor," or such
other machine and instrument as may be
designated and prescribed by said com?
missioners.

Baid Laurous Railroad Company, described as
