The small-pox prevails in different quarters of Paris. LONDON, March 14.-A new Irish bill is pending, wbioh gives tho Lord Lieu? tenant extraordinary powers in turbulent districts. MADRID, March 14.-The first fire be? tween the. Duke Montpensier and JL'rince Henry de Bourbon was ut twelve paces, and proved harmless. The combatants then approached to seven pacos, when the Prince fired and missed, but received the Duke's bullet in bis head and died instantly. The Prince being poor, the Duke will provide for his family. Tho duel occurred on account of damaging letters written by the Prince to tho Duke's friends. The Prince was a cou? sin of the Duke's wife and a brother of Isabella's husband. Front Washington. WASHINGTON, March 14.-In tho Se? nate, Sumner, in a personal explanation, said Prim had made no proposition for the sale of Cuba. In the Supremo Court, Strong was seated vice Grier, resigned. Chose de? cided, in the Grape Shot case, that Lin? coln's provisional courts in Louisiana and elsewhere were legal tribunals. In the Senate, Sumner introduced n bill to strengthen legal reserves of na? tional banks, and for the resumption of specie payments January 1, 1871. Georgia was resumed. Morton offered an amendment repealing the law forbid? ing the organization of the Georgia militia. The general bill was discussed by Trumbull to executive session, when then Senate adjourned. In the Honse, business was unimpor? tant. An order from the War Depart? ment directs officers on reconstruction duty in Mississippi to repair to their homes on indefinite leave of absence. Itu the House, the following were pre? sented, under thc regular call: A bill to contract the Cape Girardeau Messonao Railroad; to abolish female clerkships in departments; resolution looking to tho material reduction of the tariff, and in? ternal revenue-the latter received only 27 votes. A resolution giving Mrs. Stanton one year's salary, passed. The House resumed the deficiency appropria? tion bill. Internal revenue receipts to-dav, 8750,000. Resolutions of censure will be reported against Butler, of Tennessee, for cadet ship irregularities. Fish was before the Foreign Affairs Committee on Cuba. No vote taken to-day on Banks' reso? lution. Gov. Holden asks for troops in Ala manoe County, N. C., which be pro? claims in insurrection. Abbott and Pool support the application. The Senate rejected Wm. Leachy as Assessor for the Eighth Virginia Dis? trict. The following was received to-day by Georgia Senators: SAVANNAH, GA., March 13, 1870.-The passage of Bingham's amendmont in the House has set the worst elements in society wild, and the new theory of id-d Republican shouted af tor a man, is as terrific as even the cry of n d-d abolitionist was before the war. Neither Mr. Corvant or myself have ever had anything to do with the politics of Geor? gia; nor do we dosiro to have. Wo are here engaged in a great enterprise spending millions of Northern money in building railroads in Georgia, but this seems to bo no protection to us. Any f man disposed to get rid of us has only to charge us with political purposes or ?aspirations to rob us of all sympathy, protection or support from the commu? nity or authorities. The Court of General Sessions closed in Barnwell on Saturday last, after dis? posing of a largo amount of criminal business.
