NEW ORLEANS, February 28.-The steamer Mississippi, Southward bound, heavily laden with stock and Western produce, struck a snag at 2 a. m., near the landing at Waterproof, Louisiana, and sank rapidly. No lives lost. The boat and oargo are a total loss. The cabin has just floated by Natchez. WASHINGTON, February 28.-In the House, there was a struggle over the ex? emption of pork-packers from tho manu? facturer's tax. Mississippi has been at? tached to the Department of the Cum? berland, under command of General Coake. It is rumored that Congressmen Galla day and Dewecs have resigned. The Supreme Court, to-day, in the cotton cases, appealed from the Court of Claims, that the President's proclama? tion of August 20, 18C6, was tho date of the termination of the war. This affects many cotton cases and other litigation?. The Judiciary Committee gives Gov. Bullock, of Georgia, a further heariug on Wednesday. The resignations of Dawes and Galla day were announced. The State Department has advices from Yokohama, that the steamer Ooeida, on her way home, collided with the British steamer Oineda, and sunk. 220 lives lost. In the Senate, thc funding bill was discussed nil day; after executive session, adjourned. In tho House, bills were introduced providing for the exemption of farmers from taxes as prodnco brokers. The Charlotte, Columbia and Augusta Railroad Company having been formed by the consolidation of the Charlotte and South Carolina and the Colombia and Augusta Railroad, and having executed a first aad only mortgage on its entire property of 195 miles, including equip? ment, is now redeeming all the bonds formerly issued by said two companies by an exchange of its first mortgage bonds. These bonds bear seven pei cent, interest, payable ia January and I July, and are amply secured by a mort j gage on property which cost per milo ; more than three times the amount of ! bonds so issued. I The present price of tho stock and the ' business of the road give?Ample guaran? tee of tho security of the obligations for a permanent investment. Indeed tho opinion is freely expressed, that there is no safer bonds issued by any party or corporation in the State, and they are cheerfully commended to capitalists as a ; safe investment.
