holders. This view of the arguments
seemed to impress the committee favora?

In the House, Mr. Roots, of Arkansas,
introduced a bill to encourage the es?
tablishment of a line of steamers to
European ports and to porte of India,
China and Japan, and to promote emi?
gration to the Southern States; which
waa referred to .the Special Committee
on the Cause of Decline of American
Commerce and Ship Building.
In the Senate, many petitions wero
presented for removal of disabilities. A
bill was introduced, withholding grants
from' any agricultural college which
makes distinctions on account of color.
In the Senate, the appropriation bill
to oapply deficiencies in the Navy Bu?
reaus, waa amended to read $3,000,000,
passed and goes to the House for concur?
rence. Mississippi tras considered. The
debate was mainly devoted to personali?
ties. The question before the Senate is
on admission, pure and simple. Ad?
journed -without action.
The President is quoted as saying that
the report of an interview between him
Btris and the radical Georgians,is incorrect
in some respects. The President con?
siders that the question of the Senators
belongs to Congress.

Butler's bill, in addition to conditions
heretofore published, provides that the
removal of disabilities shall not effect
property lost, captured or destroyed by

White House.
In the Supreme Court, the point was
argued to-day, whether tho Government
is responsible for the value of property
when seized, or only for tho amount re?
alized and in the Treasury.
Internal revenue receipts to-day S277,
000. Customs receipts for thu week
ending the 5th, a trifle over 83,000,000.
The Secretary of State was interrogat?
ed, why the Spanish Government paid
certain claims in legal tenders, instead of
gold, as stipulated by the trcuty of 1864.
