The House adopted a resolution, asking Congress to remove the political disabilities of the people of Virginia-109 to 10. The colored mem? bers voted for it-the negatives being white members of the Porter extreme faction. A message from the Governor was received. It congratulates tho Legislature that they are the lawfully constituted General Assembly of the sovereign State of Virginia-a State that, notwithstanding fundamental conditions as futile as unnecessary, is co-equal, in all her rights and prerogatives, with any and every Stato in the American Union. You and I have qualified by taking the same oath of office; we have solemnly pledged ourselves before Heaven to support and maintain as well the constitution and laws of the United States as of the State of Virginia; that we recognize and accept the civil and Eolitical equality of all men before the kw, and that wo will faithfully perform oar official duties to the best of our ability. A strict and conscientious ob? servance of this solemn obligation will redound to the peaoe and prosperity of the State and the vindication ot the jost expectations of the people and our friends everywhere. It is your duty to make the laws; mine to execute them. Fulfill your duty, and I pledge you a faithful and fearless exeoution of mine. Of the State Constitution, he says, that its provisions shall have a fair and im? partial trial, and when, if ever, experi? ence shall demonstrate the inntility or impracticability of any of them, we will prooeed to make such modifica? tions as necessity may demand. The manifestation of a Punic faith by others]will afford no justification for a de? parture from the path of right by us, the ancient and proverbial reputation of the people of this commonwealth for honor and integrity will be maintained, regard? less of selfish and fanatical vituperation of oar enemies at home or abroad. The Governor advocates the enconragement of immigration into the State, and says any attempt to re-open the sores of the war for party purposes, ahonld be frown? ed down; and concedes himself always a firm and consistent Unionist, and expect? to live and die one. Beyond this, the chief tenets of ri y political faith aro the maintenance of the public faith-State and National-untarnished; honesty and economy in the administration of pnblio affairs; the equalization and reduction of tariffs and taxation to the lowest degree consistent with tho maintenance of the pnblio credit; free education for all; a fostering care; encouragement and ele? vation of labor; and until fully, finally and permanently accomplished, univer? sal amnesty and impartial suffrage. These are the fundamental principles in my political creed, and it matters not what you may call thom-whether Re? publican, Demopratic, or liberal, so far as applicable, they will bo faithfully ad? hered to in my administration of the af? fairs of tho Stato. Those who ngrco with them, will naturally sustain and up? hold the administration; while thoso who disagreo with thom, may oppose it. The Ways and Means Committee favor three per cent, tax on incomes and an exemption of $2,000 on salaries. The Committee Gu rorei?? A?T?irs ??pOT? i? favor of Sickles' confirmation as Minis tor to Spain. A number of Treasury cotton cases, from the Court of Claims, were taken up for argument in the Superior Court this afternoon. These cases were brought under the Captured and Abandoned Pro perty Act of 1863, and involve various questions of fact, besides question of date as regards the close of tho rebellion. The opposition to Bradly is strong. The opponents want a judge from the South. In the Senate, the resolution from the Massachusetts Legislature, in favor of tho payment of French spoliations, were presented. A resolution considering In? dian treaties in open session, passed. The Senate bill, No. 436, passed. The census bill was taken up and discussed to adjournment. In the House, the franking privilege and contiugeut questions were discussed to great length.
