MK. EDITOR: By Friday's PHCESIX, I perceive
that a bill bas been introduced into tbo L?gis?
lature to repeal the Act extending the charter
of Kinslor's Ferry. Without believing that the
Legislature would stultify itself by ?joing back
upon its own work, and doing an act of the
most flagrant injustico to those gentlemen,
(tho Mesera. Kinslor,) I will, Mr. Editor, with
your permission, bring to the atU.ution of the
General Assembly a tow racts, to illustrate thc
wisdom of their previous course in extending
tho charter of this Ferry, and the iniquity of
repealing that Act at this time. At tho time
that the Messrs. Kinaler applied for a charter,
(13C5,) Mr. Guignard was running au unchar?
tered terry, charging arbitrary and exorbitant
rates of toll; and with hat one ferry-boat, was
utterly unable to furnish expeditious trans?
portation to the traveling public. Under
these circumstances, thc Legislature, in I*'*?'?,
granted thc original charter for Kiusler's
Ferry. The ratea of toll were roduced to about
one-third of what was usually charged by Mr.
Guignard. At a heavy outlay of money, the
lofty embankments were cut down, a large
and commodious ferry-boat, with a substan?
tial roue, was launched, aud ?u a short time
three-fourths of all thu patronage went to thc
new ferry. In 1S?>^, immediately after the as?
sembling of the Legislature in Janney's Hall,
these gentlemen, desiring to add materially
to the superior facilities of their Ferry, ap?
plied to tho General Assembly tor an exten?
sion of their charter. Upon receiving this
additional grant, they at once incurred a
heavy expenditure in the construction of a
new-modeled ferry-boat, with a peculiar con
triv.ic.oe, by which they are enabled to cross
tho river wheu very much swollen; and when,
without ir, it would not only bc hazardous to
attempt a crossing, but absolutely impossible
to do so. Three-fourths of all thc lumber aud
lire-wood brought into Columbia cross at this
ferry. Those are fact* susceptible of. being
demonstrated beyond all peradventure, ana
should meet with calm consideration by thc

should ho equally favored? If the Legislature
is de*? rmiued to elevate a colored mau to an?

one or two, but equally distribute such gifts
