Georgia Senate convened at noon yester?
day. The galleries were crowded with
both coxes. The desks of tho lute Sena?

mourning. The hall was decorated with
the American flags. Provisional Go?
vernor Bollock's order conveniug the
Legislature, and General Meade's order
of June, 1868, announcing the terms of
Ssnators elect, were read; when the
members came forward to qualify
among whom were Aaron Alpeoria Brad?
ley and Campbell, (negroes.) Campbell
made a protest against thc qualifying of
several white members, us having held
office and engaged in tho rebellion and
not yet relieved of disabilities by Con?
gress; but amid applause from the galle?
ries, all were sworn io. PAbout two white
members sworn in are considered as not
being able to qualify. Benjamin Conley
was elected Speaker.
In the House, tho Governor's procla?
mation .and Gen. Mead's order were
read; also the opinion of the Attorney
General, as to the qualification of mern- !
ben. During the swearing in of mern- '
bera, Bryant, ex-member and post- j
master of Augusta, interrupted the pro-1
oeedings, dedaring tho reading of the !
Attorney-General's opinion nu outrage, [
and the acts of Congress illegal and ?
revolutionary. Being called to order
by the Speaker, he refused, and the
Speaker ordered his arrest by the Ser- j
goant-at-Arms; tho officer was resisted j
y Bryant, whose friends clustered
around him and several pistols were
drawn, bloodshed being imminent. Bry- |
ant held the floor, protesting Against the i
right of the Speaker pro tem. to the j
Chair, and was finally himself elected ?
Chairman; when a commit tee of three
waa appointed to wait on Gen. Terry
and obtain his views as to tho legality of
the proceedings. Gen. Terry advised
the organization of the House on tho
plan begun; when the proceedings weut
on in quiet. j
About nine members in the House are
considered disqualified. Both Houses
adjourned, and met to-day. On re-as?
sembling, they swore in a few members
and again adjourned, to meet to-morrow,
at noon.
The Republicans hold a meeting to?
night. It is supposed that the Demo?
crats and conservative Bepublicans will
have a majority in both Honscs. Tho
city is crowded, and there is much ex?
citement. The Attorney-General's opi?
nion is that any citizen having over held
office, civil, military or naval, previous
to the rebellion, cannot take the oath;
bat if he held no office, either State or
national, previous to the rebellion, he
can, legally, take the oath, no matter
what maj have been bis conduct during
the rebellion. Ho includes, ns officers,
all persons who may have bold office,
either commissioned, non-commissioned
or selected or appointed by public autho?
rity, to carry out the provisions of any
lav of the United States, general law of
the State, or local laws, and who after?
wards engaged in rebellion and gave aid
or comfort to any foreign government
against the United States.

mend the same, as an ordinance exists
requiring all the streets to be opened on
the 1st of December, 1869. Believing
that no detriment will accrue to the city
by tho leasing of such streeis as aro not
required for pnblic use, your Committee
would recommend that tho first section
of tho ordinance passed March 16, 1869,
requiring all streets to bo opened on the
first of De??inb?r, 1869, b? amended so
os to read as follows:
"Bc it ordained by (he Mayor and Al
dermen of the City of Columbia, in Conned
assembled, and by authority of the same,
That on and after the first day of De?
cember, 1869, all the streets and parts of
streets that now, or may hereafter be
enclosed within the corporate limits of
said city, shall be opened to their ter?
mination, North, South, East and West,
at their intersections with the regular
boundaries of the city-excepting such
streets, or parts of streets, as may be
rented, and on which the annual rent is
paid in advance, and an obligation given
by the occupant to surrender possession
whenever required by the City Cuuucil
said rent to be paid to the Mayor, as he
may deem the streets to be worth."
Should Council amend the ordinance
as paused, your Committee would re?
commend the petition of Mr. Rowe be
granted, in compliance wiih the ordi?
nance made and provided. All of which
is respectfully submitted.
On motion, the above report was re?
ceived as information, and the bill en?
titled, "An Ordinance to amend an Ordi?
nance, concerning enclosed streets," re?
ceived its first rending, and was laid over
under the rule.
The Committee on Water Works pre?
sented the following report :
The Committee on Water Works, hav?
ing been instructed by your honorable
body to have water pipes laid on Gervais
street, from Richardson to Assembly
street, beg leave to report that they have
performed that duty. It required 636
feet of pipe, one hydrant and caning, the
cost of which amounted to 8778; exca?
vating and laying pipe and filling in the
same, $75-making the total cost $853.
All of which is respectfully submitted.
The report was received and adopted.

fires ; and whereas, a long time has
elapsed since the appropriation was
made, aud no information regarding the
formation of said company has reached
thia body, as to a speedy organization of

structed, to inquire into the matter in
question, and report thereon.

Clerk be authorized to notify the Com?

oity of Columbia, will be turned orar to
them for support.
By Alderman Bryan : That when the
Council adjourns, it adjourns to meet on
Friday next at 3 o'clock p. m.
By Alderman Hope : That a Commit?
tee of three be appointed by the Mayor,
to ascertain whether or not it will be to
the interest of the city to sell the stook
owned by the city in the Greenville and
Colombia Railroad Company, and report
to this body at the adjourned meeting on
Friday next. Aldermen Hope, Agnew
and Bryan, were appointed on the above
Committee.
By Alderman Walter : That the Com?
mittee on Water Works be instructed to
procure such number of extra lengths ol
pipe, as may be necessary, to supply any
emergent defect in the main pipe; to
purchases the samo at the lowest price,
and furnish original bills to the City
