WASHINGTON, December 14.-Another bill has been introduced, providing for the admission of Virginia on certain conditions, which was referred to tho Beoonstrnetion Committee. Cross pur? poses in the Committee are apparent, and the whole matter has been postponed to Saturday, ostensibly because various bills are not printed. The Committee bas taken no action yet regarding Georgia, The Senate was engaged all day in eulogizing Fassenden. In the Senate, Thurman presented a resolution from Ohio, withdrawing ber assent to the fifteenth amendment. Cole presented a resolution directing the Finance Committee to inquire into the expediency of taxiog whiskey at Si.00 per gallon. Kellogg introduced a bill for improving Bayou Tech? and repairing the New Orleans Custom House. Ad? journed in honor of Fessenden. In the House, the Ways and Means Committee were directed to inquire into the expediency of abolishing the revenue tax on machinery and apportioning taxes among the States. Mr. Cox introduced a resolution, that the people learn with horror and indignation, of the treatment of American citizens held as Fenian prisoners by England. The Secretary of War was asked for information re? garding the deepening of the mouth of the Mississippi. The conditions of Ward's bill for Virginia's admission ure that the Constitution shall never be so nmeuded as to deprive any citizen, or class of citizens, of the right to vote in that State, who are entitled to vote by tho Constitution thereof, now to bo recog? nized, or of the right to sit upon juries, or of the right to equal participation iu the school fund and school privileges, as now reeognized by such Constitution: provided, that any alterntiou of such Con? stitution may be made with regard to the time and place of residence of voters.
