WASHINGTON, December 8.-Various
bills have been introduced for reference,
including rm allowance of 160 acres for
homestead, to soldiers and sailors, and
exempting their property equally with
bondholders, from taxation.
In the Senate, Mr. Worry introduced
a joint resolution, abolishing the test
oath, with pungent remarks that time
would prove their usefulness, which
passed. The President was asked regard?
ing the progress of the Cuban revolution.
William B. Woods, of Alabama, has
been appointed Circuit Judge of the fifth
cironit, and George A. Pearce, of Mary?
land, of the fourth circuit.
In the Senate, the Caucus Committee
Dominations were adopted. Williams
introduced a resolution, that no State
shall be allowed to withdraw the ratifica?
tion of the Cocstitntion. A bill reliev?
ing some 500 persons from political dis?
abilities, whioh passed the Houso lost
session, passed the Senate and goes to
the President. Among those relieved
are Blanton Duncan, of Ky., and Judge
Ackerman, of Georgia. The Judiciary
Committee was directed to inquire whe?
ther within the borders of the United
States, rights secured by treaty stipula?
tions, or tho fourteenth amendment,
were denied to any person. The Senate
was engaged on the census bill.
No appointment has yet been made for
the vacancy on the Supreme Bench.
The Senate confirmed Belknap as Se?
cretary of War, and Robbeson Secretary
of the Navy. Numbers of nominations
were referred to the various committees,
inoluding Gao. P. Shepley, of Maine, to
tho First; Lewis B. Woodruff, of New
York, Second; Wm. MoKennan, of
Pennsylvania, Third; Geo. A. Pearce, of
Maryland, Fourth; Wm. B. Woods, of
Alabama, Fifth; Goo. A Teaman, of
Kentucky, Sixth; Thomas Drummond,

The Spanish Minister to-day gave satis?
factory assurance to the State Depart?
ment, that the gun-boats now at New
York, would not be used against Peru,
and, as n consequence, tho Peruvian
Minister is satisfied, and no longer in?
sists on their detention. The Secretary
of State has, therefore directed Attor?
ney Pierpont to enter a nolle proscqui in
Court to-morrow; the result of which
will be the release of the Spanish gun?
