in ten years; but it is not desirable that
tho people should be taxed to pay in that
time. As the United States is the freest of
all nations, so, too, its people sympathize
with all people struggling for liberty and
self-government, but while sympathiz?
ing is due to onr honor, we should
refrain from enforoing our views upon
unwilling nations, and from taking an
interested part, without invitation, in the
quarrels between different nations, or
between Governments and their snbjeots.
Our course should strictly oonform with
Btriot justice and international and local
law. Such has been the object of the
Administration in dealing with these
questions. Regording Coba, be says,
notwithstanding the warm sympathy en?
tertained for her contest, at no time has
she assumed the conditions which would
indicate the existence of a de facto po?
litical organization of the insurgents, suf?
ficient to justify a recognition of bellige?
rency. The principle is maintained,
however, that thia nation is its own judge
when to accord the right of belligerency,
either to a people struggling to free them?
selves from a Government they believe '
oppressive, or to independent nations at
war with each other. The United States
have no disposition to interfere with the
existing relations of Spain to her colo?
nial possession.

Hastie, of Sooth Carolina, offered a mi?
nority report, approving the present
financial policy of the Government and
advocating its continuance. Mr. Grubb,
of Philadelphia, offered ? substitute,

may be necessary, in addition to the
public money, as a bank chartered for a

propositions.

be used for the purpose of retiring the Bonds
of said two Companies, respectively, the un?

ness to make the Exobange of the BONDS.
The Coupon due January 1, 1870, will be at?
tached to the New Bonds. Thm issne of Bonds
for the purpose designated, will amount to I
$1,200,000, which is equivalent to a Usn of only
about $6.000 per mile on thia Company's road I
of 195 milos. As a security, they are regarded
aa being bettor than any heretofore issued by
either of the two Companies named, and are
confidently commended as one of the best in?
