Friday Morning, Peocmber 3,1869. - NKWTBPAPBB PATEONAOB.-We copy the following from the Selma Times, bot we hope nobody will have the hardihood to say wo en do ree it: There appears to be many different ways of understanding the true meaning of newspaper patronage, as it is called, and as an interested party, we give place to a disquisition on the sobject, by one who knows whereof J o speaks, lt will serve, perhaps, as a mirror in which cer? tain parties may "sue themselves as others see them." Many long and weary years of exp ari- j euee in the publishing busines has forced 1 tba conviction upon na that newspaper | patronage ia a word of many definitions, I and that a great majority of mankind are either ignorant of the correct definition, or are dishonest, in a strict biblical sense of the word. Newspaper patron? age is composed of ns many colors na the rainbow, and as changeable as a chame? leon. One man comes in and subscribes for a paper, and pays for it in advance, and goes home and reads it, with the proud satisfaction that it is his. Ho hands in his advertisement, asks the price, pays for it, goes to his place of business, and reads tue advantages thereof. This is patronage. i Another man asks yon to send him the paper and goes off without saying a word about the pay. Time passes on, and you are in need of money, and ask him to pay the aum he owes you. He flies into a passion, perhaps pays, perhaps not, and orders his paper stopped. This is called patronage. Another man has your paper for a long time, and becomes tired of you and wanta a change. Thinks he will have another paper. But he don't pay; oh, nol he has to keep yourmoney to buy another paper. Poy comes when you sue him. Such may be oalled newspaper patronage. One man brings in a fifty cent adver? tisement and wants a two dollar puff thrown in, and when you deoline, he goes off mad. Even this may bo called news? paper patronage. Another man don't take your paper it is too high-priced-but he borrows re? gularly and reads it. And that could be called newspaper patronage. One man likes the paper; ho takes a copy and pays for it, and gets his friend ' to do the same; he is not always grum? bling to you or others, bot has a friendly word. If au accident occurs in his sec? tion, he informs the editor. This is newspaper patronage. Another man has taken the paper seve? ral years, but hus not paid for it, and in he comes with an advertisement which he wants inserted free, becauee he is "an old patron." This is called patronage. One hands you a marriage or other notice, and asks for extra copies of the Eaper containing it, and when you ask im to pay for the papers, he looks sur? prised-you snrely don't take pay for snob small matters. That is called news? paper patronage. One man, it is good to see such, comes in and says, "The year for whioh I paid is about to expiro, I want to pay for an? other." He does so and retires. This is newspaper patronage. Now, isn't newspaper patronage a curious thing? In that great day w hen the gentleman in bluck gets his dues-as he surely will-how many of the patrons enumerated above will fall to his share? While it will be seen that while certain kinds of patrons are the very lifo and ex? istence of newspapers, there are other kinds of patronage that are more de? structive than the "deadly night shade." BUREAU OF STATISTICS.-The completed returns at the Bureau of Statistics show that the exports of cotton during thc fiscal year ending June 30, 1869, were as follows: Sea Island, $2,374,892; upland. $160,258.160; manufactures, 85.874.222 -total, 8168,507,274. Of this total there was shipped to England $110,109,288; France, $24,884,786; Bremen, $12,245,- ? 602; Spain, $4,187,31?); Hamburg, $4, 214.313. The exports of brea?.stuffs during tho ' same period aggregated $53,545.253. Of this sum there were 8,040.197 bushels Indian corn, at a value of $6,820,719, of wbioh $2,990,358 were shipped to Eng? land; Indian meal, $2.656,279; wheat, 17,542,891 barrels, $24,364.876, of which England received $15,042,876; Cunada, $4,470,904;Scotland, SG. I?H.Uf?; Ireland, $2,290,044; wheat flour, 2,411.H18 bar- i reis, $28.832,248, of which the exports to England were $2,443,993; British West Indies and North American pos? sessions. $6,534,226; Brazil, $3,449,791. It is asserted that the droughts that j were so frequent in Texas for many > years past have nearly ceased, aud that j several seascus in succession have been very fruitful. This change is attributed , to the great M- rain-full, cauaed by the cessation of pi.ii rio fires aud the growth of forests on the former bare plains. Within a few years, immense prairies have been oovered with large trees, and the climate has, in consequence, been sensibly modified. The theory of rain, as connected with forests, hus received deoided confirmation from the facts above stated. Where forests have been out down on the Alps, drought have sub? sequently occurred on the plains of Italy, coupled with extensive freshets. In Texas, where the forests have grown up, the rain-fall has become more regular, and destructive freshets have ceased. Agricultural pursuits in Texas, it is as? serted, will be promoted by this change, and the cultivation of the s>il will be substituted for cattle raising. Farms will take the place of ranohes, and in? stead of immense herds, owned by one person, the number of horses and cows will be more equally distributed. No doubt is entertained | that the treaty already negotiated will be j ratified hy the Colombian Government, and in view of this fsot, that Govern? ment bas accorded permission to the United States ,to causo the requisite sur? veys to be made. DAVIS AND POLL ABD.-Ex-President Davis makes his home in the South ns an insurance agent; whereat E. ?. Pollard grows wrathful, nnd iusists on his quit? ting tho country. The Courier-Journal1 settles the matter tuns: "How would Pollard like to submit the question to a voto of the people of tiie South as to which of the two should quit-Jeff. Davis or himself?" The Law Tunes (England) mokes a vigorous protest agni nut the irksome and needless delays in tho Court of Chancery. It cites a case where a friendly adminis? trative suit, commenced three years ago, is not yet concluded. One doubtful point of law required six months for de? termination by the Vice Chancellor. The mills of tho gods grind slowly, but justice, though tardy, always comes; aud this is the reason why a baggageman at Cleveland got a hole in bim while smash? ing upa trunk in which there was a re? volver. Cigar "stumps," collected by boys from the floors of the hotels in Now York, ore manufactured into fancy brauds of smoking tabacco. Dissolution of Copartnership.
