Schoof, firemau steamship Bavaria, fell overboard and was drowned to-day. The assessor for Talinferro and Wilkes counties has been plnudered, and a uoto left warning the assessor tokoep nwny. RICHMOND, VA., November 25.-Tho Republican State Convention to-day adopted au address to Congress. It sets forth that the election in Virginia was n Confederate triumph, achieved by inti? midation and fraud; Republican meet? ings being in eomo instances broken np by mobs. That tho truo secret of the Republican defeat was the submission to a separate voto of the test oath and dis? franchising clauses, which had been in? serted in the constitution in the spirit of the Reconstruction Acts. That the con? vention have the greatest confidence in tho Republicanism and statesmanship of the President and a majority of Con? gress, but that they were deceived us to the true state oi affairs in Virginio. That the present Legislature is disloyal and illegal, and even if it re-ratitied tho fif? teenth amendment, will enact such edu? cational aud property qualifications UM to entirely destroy the influence of colored suffrage and prevent colored voters from either holding office or sitting in the jnry-box. The address asks Congress to order a new election, with tho constitu? tion submitted as a whole, aud to sond a military force sufficient to protect the Republicans in their rights, or to require the beet, oath of members of the L?gisla? ture, and to award tbe seats of members unable to take it to those eligiblo oppo? nents who have received tho uext high eat vote. The Address was signed by six ont o? eight ol the committee appointed to prepare it. The other two members supported a substitute, asking Congress for the immediate admission of the State, and at the same time to exact guarantees . that every citizen shall enjoy every right under the Federal and Stato Constitu? tions. The substitute was defeated and the original address adopted by a vote of 123 to 21. A series of resolutions were adopted, endorsing Grant's Administration aud pledging support to it; requesting tho President to moke Federal appointments in Virginia only on recommendation of Republican members of Congress from the State, or tho Stuto Central Commit? tee; rejoicing io the reduction of tho national debt aud the approaching re? sumption of specie paymeut; deprecating the appointment of conservatives to offlco over Republicans, and endorsing Republican membors of the Legislature. A number of the members afterwards complained that fair play was uot shown, and withdrew when they signed the sub? stituto; which will be forwarded to Washington. Among the bolters are the Republican members to Congress und several other prominent men.
