The New York Evening Post publishes
some extracts from the letter of a special
correspondent, wi i tin g from Spain, that
are decidedly odorous. They have sole
reference to the career of Sickles, by
whose appointment as Minister to that
country, tho seal of infamy was affixed
to the Grant administration. This cor?
respondent writes as follows:
Gen. Sickles has certainly made bast?
to'fall thoroughly and pitiably, and he
has produced a storm of indignant feel?
ing against our Government, which Gen.
Grant nod ho might j net as well have
avoided. None of the stories about
Gen. Sicklos' past life had been publish?
ed here, and the Spaniards were so little
pleased with Mr. Hale, that it operated
in favor of hts successor, who was wel?
comed with anasnal honors and marked
cordiality. In foot, the feeling of the
Spaniards towards tho United States had
never been so friendly since I have known
them.

whenever they attempt to do anything.
Thoso who attempt nothing, and simply
lio down to oat their salaries, of course
do not mike their mistakes so conspicu?
ous. They all seem to imagine that there
ia tomo strange virtue in a diplomatic
noto-that something can bo done by a
diplomatic note. But I never yet knew
anythiug to be done by a diplomatic
note.
If international business could bo sc
transacted, what need of diplomatic
agents? Why not fire off the notes di
rect from the State Department by mail'
They would bo all the more forcible anc
effective in that way. lu fact, a Minis
ter who has no other means or resonro
for doing international business than di
plomatio notes, is a fifth wheel in i
coach, of no sort of uso whatever, and
besides useless, positively prejudicial
Men like Soule and Sickles-men no
content with being useless-run thei:
heads against a stone wall, or get them
selves into un inextricable snarl von
