WASHINGTON, October 10.-Boutwell, in His speech at Philadelphia, said he was aware of the differences of opinion as to the payment of the public debt in the manner contemplated by the admi? nistration, and would therefore state in a single sentence the entire policy of tho administration with regard to the public debt as he comprehended it. It was that the debt was to be paid, principal and in? terest, according to the terms of the contract, in coin or that which mon will receive as tbs equivalent of coin, without any abatement whatever. Lowrey, of New York, who appeared, with Col. George Davis, late Attorney-General of the Con? federate States, and Judge O. P. Mears, of this city, far the Republic o? Cuba, byreading the commission of Commo? dore Higgins as an officer of tho Cuban navy, and also a formal protest by him against the exercise of jurisdiction by civil courts byer bis ship-?he being a pnblio ship of war, of a recognized na? tion. After stating the character of the vessel. Commodore Higgins- solemnly protested, in the name and for tho honor of Cuba, against any detention or inter? ference with his ship.
