munication, "A Colonel's Opinion .of
General Can by." Here is a part of that
opinion, wliioh is intended to be com?
plimentary;. "He is conscientious, a de?
voted member of the Methodist Church,
and has a severe Puritanism about him
that cant be swerved by the accomplish?
ments of tho secesh or the violence of
the radicals. He will do what the law
commands, or what his superior officer
tells him to do, without fear or favor.
His translation of the reconstruction
laws is in accordance with your grand
editorial - article on that subject some
weeks -ago:

THE PXBK Foxn.-^Th? losses by fife
throughout the United States during tho
month of August, just passed, amounted
to $6,438,000. This is a startling state?
ment. The loss is nearly double that of
August, 1868, and much exceeds the
total of any month daring the past or
present year. Tho value of property
destroyed by fire since January 1, 1869.
already amounts to 827,100,000, while
the total loases fin 1868 were less than
335,000,000. The fire of August 5, in
Philadelphia, when property valued at
$4,000,000 was burned, it is stated, was
the most destructive one that has occur?
red in the country since July 4, 1866,
when the city of Portland, Me., was de?
vastated-the loss amounting to $10,
000,000. The wide-spread drought has,
of course, been one of the principal
causes of this great destruction of pro?
perty. In this connection New York has
especial cause for thankfulness. The
total loss by fire in this city during the
month of August was less than $88,000,
and at no one conflagration was property
valued at $10,000 destroyed. So much
for the blessings of our never-failing
Croton and the efficiency of our fire de?
