clining the nomination for Governor of
Ohio. HU views upon offices and office
holders are peculiarly apropos in view of
the S tato affairs here:
5. Offices should bo created only when
clearly demanded by necessary public
business, and such salaries be paid as the
nature and importance of the business
requires, leaving no just grounds of com?
plaint or excuso for peculation.
A policy that leads to or requires the
multiplication *>f offioes is anti-Domo
oratio, unjust and dangerous to freedom.
A policy whioh changes men in office for
indi> idnal profit instead of public good,
is a perversion of the principles of busi?
ness, anti-Demooratio, corrupting and
perilous to tho liberties of the people.
Official power is a trust for the public
good, whioh no publie officer has a right
to nse for his private benefit, and whoso?
ever does BO, is a greater scoundrel than
he who misapplies funds in his trust, be?
cause the official trust is more sacred and
the wrong more difficult to detect and
measure.
Whosoever obtains votes under false
pretences ia a baser knave tban he who
obtains goods under false pretences, and,
on ..count of the greater difficulty of
det ling and measuring the evil done,
deserves severer punishment and repro?
bation.
Regarding all officers as servants of the
people and trastees of power for the
common weal, Democracy favors such
modes of appointment and tenures of
office as reason and experience show best
calculated to secure good conduct and
efficiency in the public service, without
regard to private interest, public cus?
toms or individual pretensions.
Reason and experience alike condemn
frequent and needless changes of public
officers, and the generally prevailing
practice of making them for personal
benefit instead of the public good, is
acting in great matters of the State and
nation on a principle which wonld ruin
any private business, and, unless cor?
rected, will bring the administration of
free government into deserved contempt.
It is essentially opposed to the principles
of Democratic government, and it be?
hooves the Democracy of the United
States to make war on the practice, with?
out t?uoe or delay, returning to tho Jef?
fersonian standard of official qualifica?
tion, "is he honest, capable and faith?
ful?"
7. The Democratic doctrine of suffrage
requires distinct reaffirmation.
Democracy has always held that suf?
frage is not a natural right of every hu?
man being, nor of a particular sex or
race, but a political privilege, and who
should exercise it is a question to be de?
cided by what will produce "the greatest
good to the greatest number," aud there?
fore, as far as possible, to be determined
locally, where lays the great body of the
rights of the people.
But in these local discussions, the De?
mocratic idea favors a broad rather than
a narrow basis of suffrage. It is not un?
mindful or regardless of the rights of
women, of property and inferior races;
but seeing other effective and advantage?
ous ways in which these can have their
influence on all legislation affecting their
interests, at present it prefers giving the
right of voting to manhood and qualifi?
cations, which will tend to create bonds
of political brotherhood between the rioh
and poor, based on mutual interests,
and to avert conflicts between capital
and labor.
Lor OUT AND SOLD.-An amusing affair
happened between a coal dealer and a
purchaser. The latter was very anxious
to see that the former did not cheat him,
so he (the purchaser) inspected the
weighing of the coal himself, and felt
satisfied that he had got his fall allow?
ance, without any desire on the part of
the coal dealer to "shave." However,
while the coal was weighing, the driver
of the team could not help laughing,
aware at the time that the purchaser
was particular about his full weight of
coal. The purchaser, noticing the laugh?
ing of the driver, asked him, when he
received his coal, what it was all about;
so the driver told him.
"Why," said he, "when your coal was
weighing, you were standing on the
scales, and was weighed with it."
"Ia it possible? Whv, 1 weigh neaily
200 uounds!"
"Well, sir," eaid the driver, "you are
sold."
"Yes," was the reply, "and I have
bought myself, too."
lt is related by a gentleman of voracity
that when Rosencranz was falling back
from Ohickamauga, bo called his staff
around him, and asked for a pencil.
Every one of his staff nervously fumbled
in his pocket, but nary pencil did ho
find. Flashing his eyes upon them, with
much bitterness of tone, be remarked to
them: "If I had asked you fora cork?
screw, every one of you would have had
one."
Horace Maynard, and other leading
Tennessee radicals held a secret meeting
at Nashville, recently, having in view,
it is thought, the re-organization of the
party in the State, and probably a vio?
lent fillibnstering movement upon the
State Government.
