senatus constiitum has boen completed.
It gives tho Emperor and Corp* Legisla
tilfthe initktive in making laws. The
Cabinet and 'ministers can bs members
of the Senato or Corpa L?gislatif!. The
sittings of the Senate are to be public.
Each body is to make ita own internal
regulations. The members cf both
chamber? have the right to address inter?
polations to the Government. No arnon d
ment to m law is to be adopted unless
previously referred to a committee
charged with' the duty of examining the
project of communicating it to the Go?
vernment; if the latter does not accept
it? the Council of State will then pro?
nounce definitely on the subject. The
budget is to be submitted by chapters
and articles. Modifications of the tariff
and postal servi oe by international trea?
ties are made obligatory only by laws
enacted for that purpose.
MADRID, August 3.-Tho Captain
General of Madrid addressed a letter to
Serano and General Prim, in which he
says: "I took part in the re vol nt ion
hoping to see morai ty, law and justice
suooeed. It is now ten months sinco the
revolution was aooom plished. My hopes
have been deceived, greater abuses with?
stand, and immorality and deplorable
anarchy prevails, to which it is absolute?
ly necessary to put an end. The Consti?
tution having proclaimed a monarchy, the
immediate choice of a King is indispensa?
ble. If the Government does not shortly
consider tho question, I shall abandon
all hopes as to the consolidation of the
revolution and retire to private life."
His letter was read in the council of
ministers and created a profound im?
pression.
DRESDEN, August 3.-300 persons were
killed, to-day, in a colliery accident, in
the mountains near this city.
HALIFAX, August 3.-The man-of-war
Eclipse, from Bio Grande to this port,
lost her commander and first lieutenant,
and some seamen, with yellow fever on
the 16th ult.
The ship Barcelona arrived to-day,
with yellow fever on board.
Rio JANEIRO, August 3.-The allies
failed in their, movement on Yilla Rica,
losing for several days, the rear guard.
Lopez, however, was unable to follow up
his advantages; but his position in the
mountains prevent the making allies re
oonnoissances.

WASHINGTON, August 3.-The Cubans
here havo official advices to the 26th nit.
The Cubans, in the recent engagements,
have made quite a number of prisoners,
whioh prevents the immediete slaughter
of captured Cubans, and secures their
prober treatment. The modification ex?
tends to captured flllibusters. Qnesada
completely destroyed all communication
with Puerto Principe. Sickness in the
city alone prevents its occupation. Seve?
ral efforts of Latona to open communi?
cation has been disastrously defeated,
the Spanish losses being treble that of
the Cubans.
Internal revenue receipts to-day reach
$674,000.
Depositories are instructed to with?
hold greenback legal tenders from circu?
lation.
The revenue authorities contemplate
closing distillation in Philadelphia, in
order to start on on honest basis here?
after. All customs blanks and forms
will be furnished from here.
Latona's effective force at Nuevitas,
and ia the entire district, is about 4,000.
Quesada's is nearly 9,000 well armed
disciplined men, prepared to advance
when the health of the coast permits.
Jordan had several defensive fights, in all
of which the Spaniards were repulsed
with proportionately great loss. Jordan
reports himself and troops in excellent
condition, and asserts that his command
is equal to three times the same number
of those opposed to him. Ho says they
are well organized, well drilled and fight
like demons. His force is dui ly increas?
ing by recruits.

NEW YORK, August 3.-Mayor Hall
presided over a large Tammany meeting,
to protest against the course of the ad?
ministration regarding Americans con?
fined in Cuba and Ireland.
About dusk last evening, a whole fami?
ly, consisting of a man and his wife, two
daughters about fifteen and seventeen
years of age, and two little children,
were observed rowing up the North
River in a small boat. When opposite
Bull's ferry, the boat capsized, and the
whole appeared to bo thrown into the
water. Two men immediately went out
to their rescue, but before they could
reach the party the man nod woman and
the two eldest daughters sunk. The two
little ones, however, were found in the
boat, which had righted, bnt which was
half fnll of water. They were rescued
and brought in safe to shore. Both
were too young to give their names. The
men who rescued them were unable to
ascertain the names of tho family. One
little girl could only say "mamma" and
..papa." They were safely cared for.
_ LOUISVILLE, KY., August 3.-Several
istol rows occurred during tho election,
ut no one was killed. The city goes
Democratic by 6,000; the State probably
50,000. The Republicans claim fifteen
to twenty members.

Mr. Fred. Appelbaum, a disappointed
lover, committed suicide by hanging
himself near St. Louis on Friday of last

THE THREAT OF CONFISCATION AGAIN.
It is very hard for Mr. Wendell Phillips
to learn that the people of the South are
not to be governed through their fears.
He is thoroughly infuriated by the recent
eleotion in Virginia, and now declares
that "the only way to save the negro vote
to the radicals, is to seize the Southern
plantations and divide them up among
the freedmen." The people of the South
have no fears of Mr. Phillips. His
scheme of "forty acres and a mule" can
not now even fool the poor negroes any
longer. We wish the radicals would mako
Mr. Phillips their leader and let bim run
their machine to its destination at once.

A GREAT SHIP CANAL PROJECT.-The
municipal council of Bordeaux have now
under consideration the cutting of a great
ship canal from tho Bay of Biscay to the
Mediterranean, tho cost of which is esti?
mated at between seventeen and eighteen
millions of pounds, and the time neces?
sary for its completion six years. No
doubt seems to be entertained of the
practicability and comparative economy
of the project.
The proposed shortening of the dis?
tance between New York and Liverpool
to between six and seven days by con?
necting St. John's, Newfoundland, with
the New England railroads, has given a
new impetus to tho annexation move?
ment in Nova Scotia. The railroad pro?
ject is both feasible and practicable, and
Nova Scotia is certain to come under the
protecting wing of the American eagle.
The gross recipts for subscription of
some of the New York papers, for tho
quarter ending June 30th, were as fol?
lows: Herald, $204,919; World, 8127,281;
Tribune, 8102,780; Times, 8118,643; Sun,

A most ingenious pieco of mechanism
has been completed and patented by Mr.
B. W. Ogburn, of Mecklenburg, "Ya. It
is a scale wbioh, in weighing 17).? pounds
of sugar nt 16 cents a pound, points out
what the sugar comes to. So of any ar?
ticle or any number of pounds or any
price.
The yellow fever is still raging at Key
West. It is vory fatal among citizens
and soldiers. The Dispatch is informed
that "six coffins per dav form part of
the rations ordered and issued for the
troops now hero in garrison."
The Columbia and Augusta Railroad
has been badly washed at a point near
Bath. We learn that the damage is of
such anaturo that soveral days will trans?
pire before the requisite repairs can be
perfected.
A Cincinnati man who recently visited
Maine, wrote home that it was no credit

and their whiskey so poor.

dead-as stated by the Charleston News
