THE FRENCH. ATLANTIC CABLE.-The
work of laying tho shore end of tho
French Atlantic cable, intended to con?
nect with the main wire at St. Pierre
from Duxbury, Mass., was commenced
yesterday. Satisfactory tests go to show
that the new cable is in every respect
superior to any hitherto pnt down. In
connection with the completion of this
great work it is necessary to call atten?
tion to the important commnnication

French and English Ministers in Wash?
ington on the subjeot of the inviolability
of American soil as already considered by
Congress. Tho Secretary classes the
cable as a British undertaking, in pro?

WHAT IS n IF NOT BRIBERY?-General
Grant can't be bribed, they tell ns. Oh,
no, ho only accepts tens of thousands of
dollars from gentlemen, and bestows
offices upon them equal in value to the
money. Anoient Pistol scorned the word
"steal," as applied to himself and his
fellows, and insisted that "convey"
should he substituted; and, if Grant's
friends want some other word than
bribery used in his case, we respectfully
invite them to tell us what ono they
would suggest. Four of the heavy con?
tributors to his wealth, men that the
country never heard of, are actually
members of his Cabinet, and perhaps
three other contributors, not known as
such to the public, make up the rest of
the Cabinet. We may be told that the
fact of his selection, as four of his Cabi?
net officers, of four of his contributors,
was a mere coincidence, a happening, a
chance, and that he would have selected
exactly those same four obscure indi?
viduals if they had never given him a
dollar, but is any fool enough to believe
this or to expect anybody else to believe
it? If Grant has not taken bribes,
bribery is but an imaginary crime.

ENGLISH RAILROADS.-The power of
Parliament over railways, writc9 an Ame?
rican in England, is indicated by the
exquisite manner in which they aro run.
They are built very extravagantly, and
yield nothing to stockholders. The
ordinary way-stations look like lodges
to a country gentleman's dwelling, and
the stations in the city are more elegant
than the palaces of her Majesty. It is a
felony to cross a track at a station. If
you want to reach a train on tho other
side, you must either go over the bridge
or under the track. Ofiioials in uniform
guard the gate, and no one is allowed to
enter the cars without a ticket. For a
erson to ride in a first olass car, who
as a second class ticket, is a fraud, pu?
nishable by fine and imprisonment. The
switches are called points. These are
carefully guarded. A room elevated on
tall posts, completely walled with glass,
is assigned to the handles of the
switches. In a comfortable room, car?
peted, and in the winter warmed and
well lighted, the man who tends tho
points has his position. He can see in
every direction, and there is no excuse if
he does not attend to his business.
Elegant eating rooms are connected with
the station, and reasonable charges are
required by the authorities. The trains
come in one side and go out the other.
Baggage is never checked. Tho traveler
must seo his baggage on the van, and if
it is taken off at the wrong station, which
seldom happens, ho has no redress. A
broad paved road is found in every sta?
tion, where the cabs stnnd in a line.
There is no noise, confusion or solicita?
tion on the part of cabmen. On your
arrival, tho policeman asks you whether
you will have a cab or hansom. The
first cab in the lino takes your baggage,
and the rato is fixed by law for tho dis?
tance you ride. For a first class coach
on the line tho fare is probably higher
than in any other city in tho world. The
guards are in uniform, and aro usually
very oivil. If you aro traveling 200 or*
400 miles, a shilling to the guard is a
good investment. Tho law requires that
overy line in tho kingdom shall run
what is called a Parliamentary train once
a day each way. The rato is fixed by
law at a penny a milo. This train runs
nt inconvenient hours, and stops at
every station. It corresponds to our
omigrant trains. No ono takes it who
can help it.
