One of the most hopeful signs of the
practical regeneration of the Sonth com
meroiaily and politically, is seen in the
gatherings of the merchants and capital?
ists, first at Memphis, and since at New
Orleans. This latter is, we believe, still
in session, but up to the 24th iustant
over 400 delegates had presented their
credentials. The aotiou of both the
Memphis and New Orleans Couveutions
has been characterized by the utmost
harmony of sentiment and fraternity of
feeling. This becomes the moro signifi?
cant when it is remembered that the dele?
gates aro ueurly equally divided betweeu
the South aud tho West. Neither
of these sections eau find their proper
development without tho other's aid, und |
the Mississippi River traversing the
country of both, becomes a eon)tuon I
bond of interest between them. When,]
at tho approach of war, in 1861, tho I
South threatened to cut off tho West j
from tho great river, thoy subsequently
made good their threat, but tho West,
feeliug tho importance of such a tribu?
tary to their trade, swore they would hew
thoir way down it to tho sea, aud they
: too made their promise good. The shores
of the Mississippi was tho bloody ground
of a hundred battles; tho sturdiest, most
determined enemies the Confederacy
found were tho meu of tho West; tho
most implacable foes the West coufrouted
were those of tho South whoso homes
and interests were bounded by that
river. The war is over, capital is plenty,
tho West waa never so rich, tho South
never so eager to rise out of her ruin,
and to-day the men, or rather the chosen
representatives of tho men, who fought
so bitterly for the custody of the Mis?
sissippi, are together, seeking no longer
to destroy commerce, but to rebuild it,
and fraternally consulting togother as to
the means by which they can make tho
old stream of discord a stronger bond of
union between them. After all, tho
strongest tie between individuals or
States is that of self-interest, and wheu
the West and South have firmly estab?
lished that link, their prosperity aud
their political faith are likely to becocjo
identical.
Reconstruction, to bo of any practical
effect, must emanate from altogether dif?
ferent sourcos than Congressional. Con?
gress may force tho horse to the well,
but having him there, they cannot make
him drink. He, after all, must still be
master of the situation when it comes to
tho one esseutial point. They who fancy
that tho moment the meu of the South
laid down their anns they became lovers
of their conquerors have not gauged hu?
man nature very deeply. It was some
cause of busting bitterness to them to seo
their cause defeated, especially when it
had been dear to their hearts for years,
but that was less than the spectacle of
their burned cities, their ruined fields,
their desolated homes, aud their beggar?
ed wives and children to whom they re?
turned. These were not exactly the
things calculated to engender love in
their hearts for us of tho North aud
West. Lut when the West goes down
to them, carrying in its hand tho capital
with which to rebuild their cities, re-es?
tablish their trade, encourage their hus?
bandry, aud reiustate them in comfort
once more, the West does more to bring
about fraternity and good will betweeu
tho two sectious thau a hundred recon?
struction Acts could ever do.
This is exactly what the Memphis Con?
vention did, and exactly what tho New
Orleaus Convention is now doing. The
South wauts capital, und the West has it
to spare. Out of this condition of things
will grow that uniformity of interests
between tho two that until now never
had a chauco to exist. Slavery, the cause
of dissension, is dead. That mado the
West and South natural enemies long
beforo war was talked of, but between a
free South and a free West there can be
no disturbing cause, while tho waters of
the same river wash the shores of both,
and becomes the avenue along which the
products of both may be freely ex?

CONFISCATED REBEL LANDS.-Secretary
Routwell proposes to bave the returns of
the sales of confiscated property in the
rebel States overhauled, as it is rumored
that somo of tho United States officials
have neglected to pay tho receipts from
sales into tho Treasury. Tho officials in
Virginia have been especially forgot ful
about settling their accounts, and it may
appear that somo of them havo purchased
confiscated property, sold under their
authority, at low prices, and then pock?
eted tho scanty proceeds.

BRUTAL MURDER.-A negro girl living
on the farm of Mr. George Morris,
about seven miles from Barnwell village,
was murdered by her father, Nelson
Sanders, on tho 23d iustant. Upon exa
minutiou, tho body was found covered
with bruises and scars from head to foot.
Thero were two largo scars on her head.
From what wo could learn, it appears
she was tortured to death. Tho father
was found guilty of tho murder by tho
jury of inquest.-Barnwell Sentinel.
