In mauy sec lions of tho country the plantations in the J river bottoms have been washed out, aud replanting will bo required, while on tho up-lands tho cold weather has been very prejudicial, and the young plants hnvo as? sumed a yellow aud sickly appearance, which promises ill for tho couiiug crop. Auything which affects tho yield of cottou in this country inevitably affects industry 1 and trade in tho general results of tho yoar. Cotton is our chief gold-produoing staple, and is relied upon to settle a large portion of our foreign balances and to equalize tho How of the precious metals. It therefore enters largely in the field of view of bank? ers aud merchante who watch tho progress of our trade, and forms ono of tho great' elements of their calculations. Washing rains, heavy floods and a cold spring aro by them looked upon as national disasters. At the present time there is another dire? ful element which selfish considerations and private aims are bringing to bear in a man? ner injurious to our supply of cotton this year. Wo alludo to the efforts which aro being made to delay the elections in some of tho cotton States until the time of the year that would throw them into tho midst of the cotton-pickiug season. Such a pro? ceeding cannot but have a most disastrous I result. The nowly-liberated freedmen take ] great delight in their new political rights, aud aro always willing to give up their la? bors for the purpose of taking part in po? litical meetings and political demonstra? tions, and no seasou moro prejudicial to thu general interest thau the fall of tho year can be selected for these operations. Tho parties who aro urging such delay are main? ly disappointed politicians who have not succeeded in obtaining nominations or ap? pointments, and they hopo that if tho elec? tions can be put off, something will turn up to their advantage. They are the Micaw bers of the field of politics. Fortunately, this matter rests entirely in the hands of President Grant, and we must look to him alone for tho assurance that he will not be led into an error pernicious to the whole country by selfish political mis? representations, and on him will rest, tho | entire responsibility of action in the ques? tion. No partisan advice eau relieve him of tho stigma that will follow upon action in? jurious to tho great interests of the country. Prom Waahingtou we have conflicting ru? mors of his intentions in this matter, which, coming as they do, from authoritative sources, tend to disquiet the public mind. The assertion that the Mississippi and Texas elections must be deferred until the result in Virginia is known indicates some hidden purpose, neither creditable to the President nor considerate of the public good. He should at once set tho mind of the country nt rest by issuing his proclamation for hold? ing the elections in Mississippi and Texas, two of our greatest eotton-growing States, iu July next. Tho canvass and the election will then be over before the cotton-picking seasou commences, and the freed labor will be left free from political agitatiou during that period of the year when its misdirec? tion would have the most pernicious effect on our crops, trade and revenue.
