NORTH PLATTE, "Nebraska, May 7.-The I
officers' car, with Durant, Vice-President of
the Union Pacific Railroad, John Duff and
other gentlemen, was stopped? yesterday
morning, nt Piedmont Station, by the road
hands, who will not permit them to leave
until paid their wages. Tho road was barri?
caded, the car unooupled, and the men
stated that nothing but the passengers and
mails would be allowed to proceed either
way, until their demands are complied with.
The gang numbered about 300 men. In?
formation received lato lost night from there
says everything was quiet, but the men
were firm in their determination. No vio?
lence was anticipated, unless an attempt to
leave is made.
Washington News.
WASHINGTON, May 8.-Butler's lawyers,
in the Kimberly case, at Baltimore, claim
fees from the Government. E. J. Scbenck,
a brother of Congressman Scbenck, has
been appointed speoial customs agent for
the Eighth District, with headquarters at
New Orleans. J. C. Dutch, speoial oustoms
agent for the Fifth District, headquarters at
Savannah. Secretary Boutwell has divided
the country into fifteen districts.
Fifty army officers, consolidated out of
office, have been appointed Indian agents,
at their former salarios.
A colored delegation from Alexandria,
Va., visited tho President to-day. The ne?
groes express themselves satisfied, but no j
.details have transpired.
The President has declined to see Simms,
whose appointment to tho Savannah post
office he refused to sign.
Whiskey is being rapidly withdrawn from
bond.
Tho President orders General Reynolds
to retain officers consolidated out for civil
officers in Texas, Reynolds having avowed
his inability to find suitable persons who
could take the test oath.
Tho Spanish Legation is urging the Ex?
ecutive to issue a proclamation of neutrality
io Cuban affairs.
The Commissioner of Revenue decides
that liquor dealers who sell over and under
?ve gallons must pay a tax both as retailers
and wholesalers.
The Spanish Minister informs the Secre?
tary of State that the steamer Quaker City
is about sailing, with supplies for the Cu?
bans. Thereupon the Secretary of State)
requests the Secretary of the Navy to pre?
vent violations of the neutrality laws of

CIRCULAR.
WHEREAS, several communications havo
\ cen received at these Headquarter*, calling
attention to the irregular formation of military
companies in various sections of tho State; ana,
whereas, no orders have yet been issued looking
to the organization of the State Militia, or thc
arming and drilling of the eamo; therefore, thc
following Section of the "Act to organize and go?
vern the Militia of tho State of South Carolina,"
approvod March IC, 1869, is herewith published
for thc information of all concerned:
SEC. 14. That tho organized militia of this Stato
shall be known as tho National Guard of the State
of South Cand?na, and shall consist of such divi?
sions, brigades, regiments and battalions, and in
addition thereto, such batteries of light artillery,
and troops and squadrons of cavalry, aa the Oom
mandor-in-Chief may deem expedient; and no?
thing heroin contained shall bo so coubtrued as
to Interfere with the power o? the Commander-in
Chief, in case of war or insurrection, or of immi?
nent danger thereof, to order drafts of tho militia,
and to form new regiment?, battalions, brigades
or divisions, as he may deem just and proper:
Provided, That there Bhall be no military organi?
zation?, or formations for tho purpose of arming,
drilling, exercising the manual of arms, or mili?
tary manouvras, not authorized under this Act,
and by the Communier-in Chief, and any neglect
or violations or tho provieioun of this Section shall,
upon conviction, bo punished with imprisonment
at hard labor in tho Stato Penitentiary for a term
not less than oue year, nor more than three
years, at tho discretion of a competent Court.
