From a long account of an interview with Senator Sprague, of Rhode Island, which appears in the New York Herald, wo make the following extract: "People say, Governor, that they do nol comprehend exactly what you are driving at. Some insinuate that yon are bidding for the Presidency; others that you want tc ont loose from your party, and still mon state, in down-right terms, that you an crazy." "Hold on!" exclaimed the Governor; "le me answer the last charge. Yes-I an crazy-crazy as every reformer has beei sinoe the beginning of the world. Becausi I refuse to follow in the ruts of that set call ing itself the Senate of the United States the cry is raised at once, *Oh! Sprngue i crazy.' I will let them know before loni exactly how crazy I am. I am not biddinj for the Presidency either. My party will have for its one grand prii ciple the reform of our finances, the rei dering of money cheap, thc reduction < taxation, the elevation of thc workin classes, the protection of labor, tho in provemeut of our cotton, agricultural, cou mercial and manufacturing interests--i short, the making of this country real! great, stroDg and prosperous. All yoi talk about the nigger, nigger stiflragi State rights, women's rights, rebels, and ? forth, is only fit for these old grannies i Congress. Where is onr shipping at tl) moment? Who of thoso men pesterir our ears all the time about reconstructio rebels, niggers, and so forth, boa ever lift? his voice iu favor of the broken-down coe merce that was once our pride and glor I tell you, sir, these men would drive tl. oountry headlong to the devil in their gre for power. This country to-day is intri sically weaker than anyon the face of t globe, not excepting Mexico. Now, let r explain; bot first let me enlighten you cpi tho purpose of the speech, the opening o of tho late series I made in the Senate, was necessary I should draw tho nttenti of tho people to Congress to invito grea? attention to the speech I made upon t finances and the bill offered in conuecti therewith. I began by skirmishing, my c jeotive point being the Tronsury-the gn national curse. My Boheme was no hi riedly considered afluir. For three yean have devoted my mind exclusively to t subject, and you will find, if I um mi there was some method in my ruadue after all. Yon saw how that first spec awakened a thrill of interest throughout i nation. There is some of the eviden (pointing to the bundle of letters.) Nt if I had made my proposition aloue, wi out any preparation of the public miud might have gone the way of all like pro sitions. I hold that tho Treasury ?H root of our present evils. Forty milli of dollars, we will say, are received th this month. This money comes out of pockets of tho people. Ono mau \vh taxes aro largo hus, perhaps, to borrow money at n high rate of interest to pay indebtedness to the Government. T money goes into tho Treasury, and there, hoarded up for a mouth or six wot without producing a particle of benefil tho Government or the people. Twe millions of that amount, we will say, paid out by \ho Government, and twe millions remain. The market in New Y( whore ihn capital of the country is cenl ized, is declared scarce. When mone scarce, those who have the least put t stocks on the market at a low rate to inc purchasers and prooure capital to carr their business. There is always in J York a class of speculators who buy up all such stocks ami wait for tho fuvornblo time-next mouth, wo will say-when tho Treasury, in place of $20,000,000, pays out 800,000,000. Then money becomes abun? dant, and these stocky are rushed in upon th? market, and tho gamblers miako their harvest. You see there is no equilibrium here. Our money market is all the time fluctuating, influenced by that vast, over? grown corporation, the National Treasury. Then, again, nil kinds of stocks uro affected in this way. I can go into the market in New York any day in my business, and by the process that obtains there smash by my superior force of capital tho small dealers that venture competition with me. The whole country is affected by this. Money is entirely too dear. The cotton planters at the South pay almost twcnty-fivo por cent, for the capital to work their plantations. England is tho chief market for cotton, but sho is every year extending her purchases in India and Egypt, and finally, bj manipu? lating tho markets, she will damage our cotton interests at tho South irretrievably. Agricultural interests suffer in the same manner from this dearness of money. England will, after a while, buy less of our agricultural staples. Capital is too dear, the cost of transportation too high, the taxes too many and too crushing for our farmers. Same way with tho manufacturing interests. Twenty years ugo, our firm in Rhode Island was one among twenty little ones; now we hove tho whole field to our? selves; but then wo crushed out tho others, and are sow engaged fighting the big fol? lows, until, finally, Ne w England will have nothing but a small aggregation of enor mous monopolies, wielding a power danger? ous to the State and to the liberties and happiness of tho people. But think of all that money that goes into tho Treasury being committed to the charge of a boy, formerly a secretary of mine; whereas in Europe the most responsible men in the community are invariably selected for tho duty of receiving and looking after tho pub lie funds. The Treasury, above all things, should be jealously guarded, and all its in? comes and expenditures scrutinized with ex? ceeding care." The Vicksburg Herald says: "Dr. 11am luet, of Issequena County, killed Mr. Alf. Smith last week. Mr. Smith's father was killed by a negro some weeks ago." Horse Radish. MUS. c.
