THE HOLT PLACKS.-Rabbi Sneersohn ("Phobus, -what a name!") has made an ap? peal to Grant for protection of tho civil and political rights of the Israelites in Palestine, and that they may be permitted to take ref ugo under tho stars and stripes from tho violent and arbitrary rule of tho Moslem. Our bunting is getting rather expansive already, and we aro afraid that the supply will not hold out. Had not John Logan better establish a post of the Grand Army of the Republic within the area embraced by the Holy Sepulchre? Grant will now havo a grand opportunity to atone for the cruelty of his famous order against the despised race; and who knows bnt that he may be an instrument in tho hands of Providence to bring baok tho Jews to Palestine, restore the pristine glories of Jerusalem, and make ber what she once was, "the joy of the ?whole earth!" By all means, let the glo? rious stars and stripes be unfurled from the summit of Mount Moriah. Let us annex Jerusalem, with Canada and Cuba, and thus widen the area of freedom and spread the pinions of our eagle so that all nations and tongues may take refuge under her wings and be safo under her feathers. [Newark Journal. -o A conductor's duty on the Pacific Railroad involves certain personal risks peculiar to the far West. A gentleman who has re? cently passed over the road, relates a scene be witnessed on one train. The conductor told a rough-looking traveler that he wanted bis fare. "The h-1 you do," was tlio only answer. The conduotor persisted. "Wall, here's my pass," said the traveler, present? ing a heavy revolver at tho official's head. Another hugo fellow interposed at this point, presenting a pistol to his fellow-pas? senger's temple, with a menacing look. "None of that, stranger; fair play, shell ont." This settled the matter, and the fare was paid. -o About nine weeks ago, a mad dog made its appearance at Falmouth, and, beforo being killed, bit a great many dogs, bogs, and other animals. A Mr. Oldham had five bogs and a horse bitten. Tho hogs nil went mad in nine days and died. The horse was worked every day, and nothing unusual was observed in his condition until Sunday last, when he exhibited symptoms of hydropho? bia. He was kept closely confined in a stable, and died during the day, after suffer? ing, apparently, most intensely. -o Tho Baltimore and Potomao Railroad Company propose to build a tunnel nnder the West end of Baltimore, so ns to facilitate the passage through that city. The tunnel will cost about $1,000,000, and it is expected that it will be done by the middle of next January. It will pass under the gas and water pipes, so as not to interfere with them. -o Mr. Charles A. Dana, to whom was offered the New York Appraisersbip, bas declined tbe appointment, on the gronnd that be already holds a position (editor of tho Sun) of superior dignity to that offered him, and which will enable him to do far better ser? vice to the country. -o The conflagration at the Capo of Good Hope was terribly Tdestrnctivo, burning up scores of homesteads, and ruining many of the finest farms in South Africa. A num? ber of natives were burned to death, and of the many white residents saved thoir lives only by mulling to the river and standing for hourn np to their necks in water. The Canadian Parliament is about to dis? cuss a proposition to constitute the cost of defending Canada against tho Fenians a claim against the United States Govern? ment. Tho Philadelphia Ledger say s: "It is a re? markable fact that the oldest Freemason dies once a week in tbe United States." 087 executions by Spanish drum-head courts-martial have been reported by the American agents in Cuba. Extensive caves in Lookout Mountain, Tennessee, are stated to contain almost inex? haustible quantities of bat guano. Dr. Bird, a negro preacher, committed a rape on a little colored girl in Riobmond, Va., a few days ago. The villain bas been arrested. Victor Hugo bas a dozen new novels ready, but bolds them for a riBe. [OFFICIAL.] \ Acts Passed by the State Legislature. j An Actio regulate the practice of Medicine in this State. j SECTION 1. lie it enacted by the Senate and j House of Representatives of thc Stale of South Carolina, now met and silting in General As? sembly, and by the aiUhority of the same, That it shall be unlawful for any person within tho limits of this State, who hus not attend? ed two full courses of instruction and gra? duated at snmo school of medicine, cither in tho United Stntes or some foreign country, or who conuot produce a certificate of quali? fication from some State medic:.1 society, and is not a person of good moral character, to practico medicine, or prescribe medicine or medicines, for reward or compensation, for any sick person within this State: Pro? vided, That in all cases when nny person has been continuously engaged in the practice of medicine for a period of ten years or more, and can produce a cerliuc.-.ie lo thut effect, either from Homo physician of good standing or from three citizens, one of whom shall bo qualified to administer an oath according to tho laws of tho State, ho shall bo considered to have complied with the provisions of this Act. SEC. 2. Any person living in this State, or any person coming into this State, who shall practice medicino in any of its depart? ments, or perform, or attempt to perform, any surgical operation, upon any person within tho limits of said State, in violation of Section 1 of this Act, shall, upon convic? tion thereof, bo fined not less t'.nin fifty nor more than one hundred dollars for such of? fence, and, upon conviction for a second violation of this Act, shall, in additiou to the above fines, be imprisoned in the Coun? ty jail of the County in which said offence shall have been committed, for tho term ol ninety days. And in no euso wherein this Act shall have been violated shall any per son so violating receivo a compensation foi services rendered: Provided, That nothing herein coutained shall in ony way be con strued to apply to any person practicing dentistry, or females practicing midwifery SEC. 3. An Act to ratify, confirm and amend the char ter of the Charleston, South Carolina, Minim and Manufacturing Company. SECTION 1. Be it enacted by the Senate an< House of Representatives of the Stale of Soutt Carolina, note mel and sitting in General Aa sembfy, and by the authority of (he same, Th charter taken out by the Charleston, Sont! Carolina, alining and Manufacturing Com pony, under the provisions of an Act enti tied "An Act to authorize and regulate th creation of privato corporations within thi State," approved December twentieth Anno Domini eighteen hundred nud sixty six, be, and tho Hame is hereby, amended n follows: The capital stock shall consist o ?ix hundred thousand dollars, and Bha! be divided into six thousand shares c one hundred dollars each; and the Presiden and Directors of said company may issn stock to the full amount of tho assesse value thereof, said assessment to bc take from the books of the Assessors of th County in which said property is situated and the stock so issued shall bo declare and taken to be full stock, and not liablo t any further calls. Ssc. 2. The said company shall have tb right to increase its capital to one million c dollars by a vote of the stockholders thereo representing two-thirds of the capital stoc at any meeting of the stockholders called i tho manner prescribed by the by-laws. SEC. 3. Every stockholder of said con pany shall be, jointly, severally and ind vidually, liable for all debts that may t contracted for materials furnished, or thi may be duo and owing to all their laborer servants and apprenticea, for services pe formed for said corporation: Proridet That no person holding stock ir> tho sai company as executor, administrator, guan ian or trustee, and no person holding sue stock as collateral security, shall be persoi ally subject to any linbi 'ty as stockholdi of such company, but the person pledgiu such stock shall bo considered ns holdic the same, and shall bo liable as stockholdi accordingly: And provided, further, That r stockholder shall be personally liable fi more than the pur value of his stock, or f< tho payment of any debt contracted by ti ?aid company which is not to be paid with Dne year from the time the debt is contrac sd, nor unless a suit for tho collection mob debt shall be brought against said coe pany within one year after the debt sin become due. And no suit chall be broug against any stockholder who shall cease be a stockholder in said company, for ai debt so contracted, nnless the same shall1 ?ommenced within two years from tho tic lie shall have ceased to be a stockholder mid company, nor until an execution again the company shall have been returned u satisfied in whole or in part. SEC. 4. The said company is autboriz to locate its principal offico or place f transacting its business nt Charleston, Bal more, Washington, New York or Philad< :)hiu, and to hold its corporate meeting md carry on any part of its business, zither of the said cities, but its priucij office or places of business shall not manged but by a vote of the stockholde representing two-thirds of tho stock, at a meeting of the stockholders regularly cnlled. SEC. 5. In ratification nnd confirmation of tho powers and privileges heretofore grauted, bo it further enncted, That the said company shall havo such number of officers as shall bo ordained and chosen by the rules and by-laws to be made for their government and direction, and shall hnvo power and authority to make nil rules and by-laws not repuguant to tho Constitution und laws of this State; to regulate tho issue of scrip and I ru nsf cr of shares; to have and to keep a cominou seul, and the snmo to alter at will; to suo and bo sued, plead and be implcaded, in any Court of Law or Equity; to purchase, tako and bold, sell and alien, in fee simple or for any less estate, lands, tenements, hereditaments, goods, chattels, rights and credits which may be couuected with, orin auy manner conducive to, the purposo for which said company is established; to dig and mino for earths, marls, rocks and minerals; to manufacture ti:o same, and such other materials as they may purchase, into chemicals, acids and fertilizers; to carry on trade therein, and to cultivato such lands as aro now owned or may be purchased by tho company for tho purposes aforesaid. SEC. G. That this Act shall be deemed and taken to bo a public Act, and shall bo and continue of force for thc term of thirty years. Approved March 8, lHG'J. Special Notices.
