An Ad to provide for thc revision awl con? solidation of Statute Laws of thc State nf South Carolina. SECTION 1. Be it enacted hy the Senate and House of Representatives cf the Stale of South Carolina, now met and silling in General As semby, and by the authority of the. same, In pursuance of Section 3 of Articlo V of tho Constitution of this State, this General As? sembly will proceed to elect three Commis? sioners, whose duty it shall bo to revise, simplify, digest, arrange and consolidate, under proper heads, nil tho statute laws of the State, general and permanent in their nature, which shall be in force nt the time wbon they make their final report. S?a 2. In performing1 this duty, the Com? missioners shall bring together nil statutes and parts of statutes which from similarity of subject ought to bo brought together, omitting redundant and obsolete enactments and making such altera* ion s as may be ne? cessary to reconcile tho contradictions, sup? ply the omissions, and amend tho imperfec? tions of the original text. And they shall arrange the laws nuder titles, chapters, sec? tions" or other suitable divisions ?md sub? divisions and with head notes briefly ex? pressive of tho matter contained in such divisions; also, with side notes so drawn as to point to tho contents of thc text and with references to the original text from whioh eaoh section is compiled, nnd to deci? sions of tho Courts of tho 'State, expound? ing or explaining tho same, as they may deem expedient. They shall also provide, hy a temporary index, or other suitable means for an easy reference to every por? tion of their report. SEC. 3. When the Commissioners have completed the revision and consolidation of the statutes as aforesaid, they shall cause a copy of the same, in print, to be submitted to the General Assembly, thut the statutes so revised and consolidated may be rc-enact cd, if the General Assembly shnll so deter? mine, and at the same time they shnll suggest to the General Assembly such contradic? tions, omissions and imperfections as may appear in the original text, with tho mode in which they have reconciled, supplied and amended the same; and they may also desig? nate such statutes, or parts of statutes, as in> their judgment ought to be repealed, with their reasons for such repeal. SEO. 4-. The Commissioners shall oe au? thorized to causo their work to be printed in parts as fast as it may be ready for tho press, and to distribute copies of tho same to members of tho General Assembly, and to such other persons, in limited numbers, as they may sec fit, for tho pnrpose of ob? taining their suggestions, and they shall report from time to time to the General As? sembly their progress and doings. SEC. 5. Tho statutes, so revised and con? solidated, shall be reported to tho General Assembly as soon os practicable, ami tho whole work closed without delay. Sue. G. That justice muy bo administered in a uniform modo of pleading, without distinction between Law und equity, the Commissioners shall rovise, simplify and abridge the rules, practice, pleadings and forms of the Courts now in uso in the State, and report a code of procedure for the adoption of the Goncral Assembly at its next session. Sue. 7. The Commissioners shall receive us compensation fo?- their services at the rate of three thousand ftv2 hundred dollars per annum; and they shall also receive for rea? sonable expenses of clerical services, books, printing, stationery and other incidental malters, not exceeding five thousand dollars annually. Said expenditures to be accounted for tb tho Comptroller-General on proper vouchers. A petition from Mrs. John Glass was pre? sented, praying that Council would not press the collection of the executions in tho hands of the Sheriff, for taxes, for the present. Report received and adopted. The Committee on Accounts presented roport, recommending that the followinj accounts be paid, they having been fonm correct: E. Sc G. D. Hope, against the Aim House, $193. 22, and City Hospital, $48.9fc Hopson Sc Sutpben, against the Wate Works, $29.98, and for dog collars, S50.01 R. Hannon, against the Street Department $12.25, and S. T. L?rick, against the Strei Department, $106.01. ltoport received and adopted. The Committee on Streets presented th following report: The Committee ou Streets to whom was referred the petition of Mn S. P. Gibbes, beg leave to report that th building of the rock wall, on Upper stree near the Fair Grounds, has not caused au damage to the petitioner. That tho watt has not been diverted from its natur course by said wall and drain, and that til wash anti gullies complained of, no doub existed previous to the city of Columbi being located ut this place. The Committee on City School-?, whom was referred the report of Dr. Jot Fisher, Seeretarj' aud Treasurer of the Pe body fund, and his petition, asking th $200 be appropriated by the city to pay tl deficiency dne the teachers, submitted n r port, recommending that tho sum of $2< be paid for that purpose. A communication from J. C. Lyons w presented, in reference to city of Columb bonds, which was referred to the Committ on Ways and Means. A bill entitled "An Ordinance to amei au Ordinanco to raise supplies for theyf 1869," received its third reading, passed, title changed to au Ordinance, was dc ratified, and became a law, as follows: lie it enacted by ?ie Mayor and Alderm and by authority of the same. The following resolutions were offered by Aldermen Hope, aud adopted: I Resolved, That the City Clerk be author? ized and empowered to have a sufficient number of blunk bonds prepared, bear? ing interest at the rato of 7 per cent, per nunum, for tho purpose of fuuding tho city bonds that will full due on January 1, 1870. Resolved, That after this dato any mem? ber of this board, who shall bo absent at the call of tho roll, shall be iiued one dollar for each absence, unless a valid exeuso bo given, aud that the roll be called fifteen minutes after tho hour of meeting.
