WASHINGTON, April 7.-The following message of the President was roceived bj Congress, at 1 o'clock, this afternoon ; 7b ?te Se?ale and House of Representatives While I am aware that tho time in whici Congress proposes now to remain in sessioi is very brief, and that it is its desire, as fa: as is consistent with the public interest, U avoid entering upon the general business o legislation, there is ono subject which con ceros so deeply thc welfare of the country that I deem it my duty to bring it befor you. I havo no doubt that you will concur wit) me iu the opinion that it is desirable to rc store tho States which were engaged iu th rebellion to their proper relations to th Government and the country at as early period as the people of these States shall b lound willing to become peaceable and ordei ly communities, and to adopt and maintai such constitutions and laws as will effectuoll secure the civio and political rights of a persons within their borders. The authority of the United States, whic has been vindicated and established by ii military power, must undoubtedly be as? serted for the absolute protection of all i citizens in the full enjoyment of the freedoi and security whioh is the object of n repul Hean government. But whenever tho pe< pie of a rebellions State are ready 1 enter in good faith upon the accomplisl ment of this, object, in entire conformit with the constitutional authority of Coi ' gross, it is certainly desirable that all caus of irritation should be removed as prompt as possible, that a more perfect Union may 1 established, and tbe oountry be restored peaoe and prosperity. Tho convention of the people of Virgin whioh met in Bichmond on Tuesday,Decet ber 3d, 18G7, framed a constitution for th State which was adopted by the Conventh on the 18th cf April, 1868, nnd I desire i spectfully to call the attention of Congre to the propriety of providing by law for t holding of an election for that State at soi time between the months of May nnd Ju next, under the direotion of the milita commander of the district, at which t adoption of that constitution shall be sr mitted to the citizens of the States. And this should seem desirable I would reco mend that a spare vote be taken upon su parts as may be thought expedient, and tl at the came time, and u nder the same autb ity, there shall be an election for the offic provided under such constitution, and tl the constitution, or such parts thereof, shall have been adopted by the people submitted to Congress on the first Moue of December next for its consideration, that if the same be then opproved the nee sary steps will have been taken for the i toration of tho State of Virginia to its p per relations to tbe Union. I am led to make this recommendati from the confident hope and belief that people of that State, now ready to co-op ate with the national government in bril ing it again into such relations to the Un as it ought, as soon as possible to establ and maintain, and to give to all its peo those equal rights under the law, wb were asserted in tho declaration of indep dence in the words of one of the most ill triona of its sons. I desire, also, to ask the consideratioi Congress to tbe question whether there not just ground for believing that the C stitution framed by a Convention of people of Mississippi for that State, i once rejected might not be again s mitted to the people of that State in '. manner, and with the probability of same result. A higher thought is, that by tho confirma? tion of General Longstreet, nothing remains of the past rebellion but a bitter memory. Tho duty of tho present is peace and loyalty. Three men bad an altercation about a claim in Howard County, Southern Kansas, last week, which resulted in the death of all three.
