WASHINGTON, March 30.-In the House, a | bill authorizing the issue of one, three and five cent-pieces, passed. The tenure of office bill was oa?ed from the Senate, with a request for a conference. A motion to con? cur with the Senate amendments, was lost -60 to 106; finally, a conference was agreed to, consisting, on the part of the Houso, of Butler, Washburne and Bingham. A reso? lution to adjourn April 4, was adopted. The Election Committee reported J. P. Reed, of the Third South Carolina District, incapable to take the test oath; while the minority re? ported a bill removing rebel disabilities, which was referred to the Reconstruction Committee. A bill extending th? time for the withdrawal of whiskey from bond to j the 20th of April, was lost. Adjourned. In the Senate, an ineffectual attempt was made to pass the House bill granting the right of way to the Memphis and El Paso Railroad. The currency bill was discussed to adjournment. The debt statement shows but a slight decrease, owing to heavy pen? sion disbursements. The Reconstruction Committee voted 7 to 4 to report Butler's | Georgia bill. -o HAWS Items. ST. Re il enacted by the Senate and House of Representatives of the State of South Carolina, now mei and silting in General Assembly, and by the authority of the same: That so much of Sec? tions five, six, sevon, nine, ton, eleven, twelve, thirteen and fourteen of tho Act eutitled "An Act to regulato attachments," ratified tho twenty fourth day of September, A. D. 1868, as relates to the soizuro, npon a warrantor attachment, of real and personal estate, books of account, vouchers and papers rotating to the property, debts, cre? dits and effects of the debtor, together with all evidences of his title to real estate, and the prac? tico and mode of procedure upon such attachment and seizure, including collections, and tho com? mencement of suits and legal proceedings, shall be, and tho same is hereby, oxtended to the at? tachment and seizuro of property and choses in action uuder and by virtue of oxocution or other final process. SEC. 2.
