A large number of Japanese were aboard, who were drowned. At an.early hour on Wednesday morning, the English House of Commons passed tho Irish Church bill to a second reading, by tho triumphant majority of 118. The result was received with immense enthusiasm. The vote was 368 yeas, 250. nays. The original majority of tho Liberal party, at tho close of tho elections, was only Iii; os 386 Liberals had been returned, r.nd 272 Conservatives. -o Affairs In 'Watti In ?ton. WASHINGTON, March 27.-In an audience with a mixed delegation of Republicans and Conservatives, Grant, yesterday, reiterated his opposition to tho pending Mississippi bill. It is said Grant favors a policy, re? garding Mississippi, similar to that pro? posed by the Committee of Nine for Vir? ginia. Masterly inactivity, regarding Cu? ban affairs, is the present policy here. The indications are that the House will adhere tb the absolute repeal of the tenure of office Act. Neither House is in session to-day. The (revolutionary envoy, Lomus, repre? sents that the Cuban patriots have 25,000 men under arms, and would have many more if they were able to provide arms. General Ames has been appointed Com? missioner of the Bureau for Mississippi, and Reynolds for Texas. -o Hews Items. CHARLESTON, March 27.-Arrived-sehr. Magdalen, Stockton, Me. Sailed-steamer Champion, New York; schooner Myrover, New York; brig Marion, Barcelona. A New Orleans paper says that United States troops aro being rapidly concentrated in Texas, on the Rio Grande border, and additional barracks are being built. It is thought that a movement on Mexico is con? templated. RICHMOND, March 27.-Gen. Stonoman to-day issued an order removing Governor Wells, and assuming the duties of tho office himself. Mayor Burgess, of Petersburg, was also removed. BOSTON, March 27.-James D. Martin, tho defaulting Cashier of tho Hide and Leather Bank, pardoned by Mr. Johnson, has been re-arrested on new charges, and held in $30,000 bail. HAVANA, March 27.-The regular steamer Commandicaria, between Havana and Car? denas, whioh left here on Tuesday, was cap? tured by passengers, who left the lady pas? sengers, the captain, and part of the crew, at Rognes. The whereabouts of tho steamer is unknown. The report of a heavy battle on the road between Remedios and Moron is untrue; it was only a slight skirmish. THE FIFTEENTH AMENDMENT.-Tho Na? tional Intelligencer, of Thursday, says: "The action of Indiana, and the refusal of Georgia to ratify, for which we have to thank Governor Bollock and his Republican friends in the Legislature, settle the fate of tho fifteenth amendment. Its defeat now is next to certain. We count against it Oregon, Californio, Kentucky, Delaware, Maryland, Ohio, New Jersey, Georgia and ludtana-nino States. Ten aro sufficient to defeat it, and Connecticut alone would end* it. We observe that both Pennsylvania anxl New York fail to ratify, and it would seem that the Republican members of tho Legis? latures of theso Statos cannot be got up to the mark. To ono who is familiar with tho condition of things in thoso Districts, it is a matter of surpriso that such a resolution received any consi-1 deration at all. Suspend the writ of habeas corpus! the great safe-guard of personal liberty, which is so jealously guarded by the vigilance of the English law! What great exigency called for so extreme n mea? sure? Certainly none of those which are contemplated by Section 17, Article I, of the new Constitution, which directs that tho privilege of the writ of habeas corpus shall not be suspended except when in case OJ* "insurrection, rebellion or invasion, the public safety may require it." If there be "insnrrectiou, rebellion or invasion" in th? Counties of Laurens, Abbeville. Nowborry or Edgefield, it will certainly bo news to our people. They were never more quiet or orderly.-Abbeville Press. -o MURDEH.-On Tuesday, 23d iustant, nu atrocious murder was committed on the plantation of Mr. John Simonton, about ten miles from Winnsboro, by Crecie So nior upon Caroline Simonton, (both colored.) It seems thero arose a difficulty between Crecie and a daughter of Caroline, about some children under Creole's charge, when Caroline went to assist her daughter in whipping Crecie; whereupon Creci? seized a rock and inflicted such wounds Hpon Caroline as to cause her death. Cre? cie has been arrested and safely lodged iu tho County jail.- Winnsboro News. -o HOMICIDE.-Henry McCoy (colored) was shot through tho head and instantly killed, on Monday night last, in bis house, on the plantation of Mr. Thomas Owens, in the Eastern section of this County. From what wo hear, it is a case of jealousy-a lady in the case-a colored Flora. Martin East (colored) is suspected as tho murderer, and a warrant has been issued for his arrest. [Laurensville Herald.
