Affairs In Washington.
WASHINGTON, Maroh 26.-In the House,
the Committee on Foreign Affairs reported
a resolution declaring Bympathy with the
people of Cnba in their efforts to secure in?
dependence and establish a republican go?
vernment. Also, reports on the former
resolution, authorizing tbe President to re?
cognize .Cuba. Recommitted. The tenure
of office-bill was returned, and after a long
and demoralizing debate, a motion to con?
cur in the Senate amendments was defeated
-70 to 95. It goes back to the Seuate as a
simple refusal. Adjourned to Monday.
. In the Senate, the effort to take up the
Memphis and El Paso Railroad bill, failed.

whioh were adopted enthusiastically. The
signers to the call for the meeting were: W.
O. Bryant, Henry Ward Beecher, C. A. Daua,
J. G. Bennett, George Wilkes, G. W. Cur?
tis, and others.

It appears that the Missouri Legislature
was in too big a hurry about the ratification
of tbe suffrage amendment Some one tele?
graphed them tho wrong amendment, and
they ratified it; so that now the work goes
for nothiug, and tho Legislature does not
re-assemble until next year. This shows
the bad effect of ratifying amendments on
telegraph messages.
A colored man named Porkus Mockall,
living in the village of Lawton, Georgia,
poisoned two children left in his charge,
and then fled to the woods, but was after
terwards arrested and confined. A number
of persons who witnessed the dying agonies
of the little sufferers, were so exasperated
that it was with difficulty they could be
prevented from putting the fiend out of the
way at onoe.
A despatch from Madrid says tho com?
mittee appointed by tho Cortes to draft a
form of government, has reported a consti?
tutional monarohy. The King is to reign
eighteen years-the Senators will hold
office for thirteen years, and the members
of Congress for three years. The church
and State will be kept separate.
An industrious and faithful colored man,
named Monroe Sherman, employed by the
Augusta Gas Company, was allowed a day's
holiday on Thursday; went banting, and
striking his gun rather hard on the ground,
caused an explosion, the entire load passing
through his head. Instant death was the
result.
A terrible riot occurred in OouBtantinoplo
on tho 14th ult., in whioh seven persons
were killed and nineteen or twenty wound

The murder of E. A. Pollard in Richmond,
and the subsequent acquittal of ( Irani, the
murderer, after tho mockery of a trial, and
the more recent assassination of Wallace, in
Warren ton, (la., and the Bpeedy lynching]
of tho assassin by a band of regulators,
seem to have exercised the Northern press
in no small degreo on tho subject of news?
paper responsibility in tho South. An
editorial art icio in the Now York 1'imes Bays
that "the idea of newspaper responsibility
in the Southern States do not seem to be
well settled or understood everywhere in
tho same way. In Richmond, Ci rant hides j
in an upper room, and shoots stealthily an
editor, who speaks disrespectfully of his
sister; he is tried and acquitted amid the
applause of thc surrounding populace
from which one might infer that in Vir?
ginia it is deemed quite the thing to shoot
an editor whose manuer of conducting his |
paper gives offence. Per contra-at War
reutou, Ga., an editor named Wallace calls
a man, named Durden, a liar and a black?
guard, upon which Dardeu shoots and kills
him-and is soon after taken from tho jail
and himself killed by a body of men who

afraid a Georgia jury might like it well
enough to act upon it. So they resolved

NEGROES GAIN A LAWSUIT IN KENTUCKY.
Gn tho 18th inst., Mary Alsop, a woman of
color, and her six children, recovered
judgmcut of $12,000, with several years'
interest, against the executor and heirs of I
Samuel Redding, deceased, late of this
County, who was himself tho executor of
Jesse Alsop, a wealthy planter of Missis
sippi, who died in this County somo ton or |
twelve years ago. Out of his large estate,
which was situated in Kentucky and Missis?
sippi, he devised to Mary, his freedwoman,
and her six children, whom ho had emanci?
pated and sot up in life iu the County of
Claiborne, Ohio, $30,000, to be raised by
his executor after his death by sale of his
property in Mississippi, consisting of land,
negroes, stock, kc. The executor fuiled to

the contrivances by which the public of
Paris manages to eat of the forbidden fruit
