Reconstrnption Committee. A bill restoring
a Republican Government to Georgia, was
introdnced and referred to the Reconstruc?
tion Committee; it re-assembles the original
Legislature and imposes the test oath as a
qualification; and declares tho expulsion of
the colored members void. The Mississippi
matter was resumod, but laid asido for the
tenure of office bill, which, after a strong
debate, was referred to the Judiciary-95 to

State Court, yesterday, Hon. R. B. Carp* i
terread his opinion in the case of the Stute
ex rel. Gilbert Pillsbury et al., rs. the Acting
Mayor and Aldermen of tho city of Charles- !
ton. By the opinion, his Honor sustains
the position taken by thc counsel for the j
respondents, namely, that Mandamus will
not lie against an officer de facto to compel
him to surrender his office, and that the
proper remedy would be by Quo Warranta.
Some excitement was created in the ranks
of the cosmopolitan louugers about the
Court House, when tho nows reached them,
but no serious demonstration that we could
learn of, to^lr place. Judge Carpenter has
ordered thc Mandamus to be quashed, and
to-day the argument on the Quo Warranta
will take place, which will involve the ques?
tion as to the constitutionality of the Vali?

FASTIN MASSACHUSETTS.-The Governor
of Massachusetts has ordered a fast. Well
maybe do so. The united delegation in
Congress from that State have pursued their
fellow-citizens of the South with punish?
ments and disabilities which have seriously
impaired those resources which have done
so much in times past for the wealth of
Massachusetts. Her shippers are groaning
and her interests suffering, and she may
well clothe herself iu sack-cloth and ashes.
An aged Jewish couple, Isaac Hecbt and
Nettie Hecbt, at Lotchnan, in Westphalia,
celebrated, on tho 8th of February, tho rare
festival of a diamond wedding. They had
been married seventy-five years ago, and
wero both in full possession of their facul?
ties. The population of the town ovei
whelined thom ou that memorable day with
remarks of kindness and respect.
The mj-stery of Greeley's white coat is
dispelled. Ho says that ho bought it
twenty-five years ago at a co-operation store
in London.

JL for the year 1805, speaks aa follows:

ration of all malt liquors. In England and other
countries, where heavy penalties are imposed, and
an increasing vigilance practiced to detect and
punish euch frauds, by a system of inspection of
all malt liquors manufactured beforo exposed to
sale, tho practico is very common. How much
more in this country, where there are no laws on
the subject, and no officer tocarefully analyze the
products of tho brewery? Some years ago, Pro
fceaor Mapca, of Now York, analyzed tho beor
from a dozen different breweries, and all were
found adulterated with noxious substances. It is
said that the salo of drugs to brewers, is a profit?
able part of thc trade. This is porfectly infamous.
Cocculus indicus, (fish-berry,) nux v?mica, (dog
button, from which strychnine is obtained,) are
some of the delectable substances found in beert
These are potent poisons, and the brewer found
using them should be drowned at once in one of
his own vats. Tho British Parliament passed a
law to prevent this nefarious business. The fol?
lowing is an extract: 'No druggist, vendor of or
dealer in drugs, or chemist, or any other person,
shall sell or deliver to any licensed brewer, dealer
in or retailer of beor, knowing them to bo such,
or shall sell or deliver to any person on account
of, or in trust for, any auch brewer, dealer, or re?
tailer, any liquor called by the name of or sold for
coloring, from whatev-. material the same may
he made; or anv material or preparation other
than unground Brown malt, for the darkening the
color ot worts or beer, or any molasses, vitriol,
honey, quassia, cocculus indicus, grains of para?
dise, Guinea pepper, or opium, or any extract or
preparation of molasses, or any article or prepa?
ration to he nsed in worts or beer for or as a sub?
stitute for malt or bops; and if any druggist shall
offend in any of these particulars, such prepara?
tion, Ac, shall be forfeited, and may be seized by
any officer of excise, and the person so offending
shall forfeit jive hundred pounds.'
"Dndor this law, very many druggists and brew?
ers were brought to grief, and yet tho practice
continues. Unless tho American publio are ready
to admit tho immaculate purity and innocence of
American brewers, they must'be content, while
drinking their beer, to cherish the belief that they
are at the same timo guzzling some narcotic poi?
son or damaging medicine. In view of tho unpre?
cedented growth of tho barley crop; of the great
increase of the number of maltsters and brewers;
of the vast unknown quantities of beor that aro
druuk in every city and almost every town on the
continent; it is the dictate of sound wisdom, that
thc attention of legislators should be called to
the snbject of the adulteration of our malt liquors,
and severe penalties should be inflicted as a pre?
ventive."
