The Chaplain and Representative Heed
obtained leave of absence.
The House sent to tho Senate bills to do
fine the manner of collecting taxes past due,
atod for other purposes, aud to pr?vido for
the care of tho poor.
The House returned to tho Sonate, with
amendments, bills to incorporate tho South
Carolina Improvement and Trust Company;
and to alter and amend tho charter cf tho
town of Greenville, and for other purposes;
which wero concurred in, thc titles changed,
and ordered to be enrolled.
The Committee on Engrossed Bills re?
ported as duly and correctly engrossed, nnd
ready for a third reading, tho following
bills: To make appropriations and raise
supplies for the year commencing in Octo?
ber, 101)3; to authorize D. C. Wilson & Co.
to build a dook aud collect wharfage in the
town of Beaufort; to incorporate tho Dorn
Mining aud Manufacturing Company for
mining and other purposes; to make appro?
priations and raise supplies for the year
commencing in October, 1SGS.
The Special Committee on tho part of
the Senate, to whom was entrusted the
drafting of a design for a great seal for tho
State, submitted tho report of that commit?
tee, accompanied by a desigu, aud a recom?
mendation that tho same bo adopted as the
design for the great seal of the State of
South Carolina. The followiug is the do
sign: A palmetto tree in tho centre, upon
which hang two shields inscribed 177G and
1868; in the foreground on ono side a sheaf
of rice, and on the other a bale of cotton; in
the rear of these on one sido a locomotivo
and cars, aud on the other a stenmshii) and
church, telegraph poles and wires running
transversely across the entire field; the
background lighted up by the rays of tho
rising sun. Agreed to.
The Committee on the Judiciary, to whom
was referred a bill to declare the jurisdic?
tion of Probate Courts in tho sale of real
estate in aid of assets, reported back the
same, with a recommendation that the bill
do lie on the table. So ordered.
A concurrent resolution was ordered for
consideration to-morrow, that u committee
of one from tho Senate und-from the
House bo appointed to examine, in compauy
with the Comptroller-General, the bills of
the Bank of the State of South Carolina for
which the Treasurer shall have issued bonds
in accordance with tho provisions of an Act
entitled "An Act te close tho operations of
the Bunk of the State," who shall destroy
all tho bills so redeemed, and report thereon
to the next regular session of the General
Assembly. Said committee, will convene at
the capital on being notified by tho Comp?
troller-General, aud shall receive tho sumo
campensatiou aa members of tho General
Assembly, to be paid out of the contingent
fand of the State.
The bill relative to granting aid to the
Port Royal Railroad, was ordered to be en?
grossed for a third reading.
A resolution was adopted, that the Chair
muu of the Committee on Claims and
Grievances and ono other Senator bo ap?
pointed to meot a Committee of
members from the House of Representa?
tives, which said joint committee shall hold
a session ia tho city of Columbia, beginning
ono week next preceding the meeting of the
