Government of Virgiuia, provided for in
the joint resolntion to which this joint reso?

this joint resolution.
In the Senate, Sherman introduced a re?
solution authorizing tho recogniziug of
Cuban independence. Referred to the Com?
mittee on Foreign Relations. The bill re?
organizing the^havy passed. The tenure
of office bill was resumed and discussed to
adjournment, without action. The Presi?
dent has nominated several naval officers
for confirmation.
In the Honse, Holman, of Indiana, in?
troduced a bill dividing Texas into three
.States. Referred to the Reconstruction
Committee. Dawes introduced a resolu?
tion regulating compensation for contest?
ants.
The Honse is considering thc appoint?
ment of ' a joint oommittee to inquire re?
garding tho imprisonment of Americans in
Paraguay.
The Reconstruction Committee had nu
informal meeting this morning, but did
nothing. Tho Election Committee resolved
to report first oh prima facia rights to seats
of members from Georgia and Louisiana
under Bullock's and Warmouth's certifi?

Santiago, from Valparaiso for Liverpool, in
the Straits of Magellan. Two sailors sud a
child were lost. Earthquakes continue
along tho Peruvian coast. The yellow fever
still prevails in Peru.
GALVESTON, March 16.-The Brownsville
RancJiero, of the 7th, states that nows had
been received of t ho defeat of Vargas, who,
in his blindness and oourage, dared attack
Martinez's positions at Sanz. After a com?
bat of two hours, Vargas shamefully re?
treated into the woods, leaving the field
covered with dead. General Corte?as pur?
sued Vargas into the woods, aud it is be?
lieved he has been completely defeated. Tho
State of Taraaulipns will now enjoy peace,
security and order, which has been so long
interrupted. Governor Bust amen te entered
San Luis Potosi on the 13th ultimo, amidst
great rejoicings.

Thus far in his appointments to Cabinet
and other positions, General Grant has
manifested a great want of appreciation for
those who have done most for him. His
colored brethren have been entirely ig?
nored, which is decidedly uncharitable,
when we remember that they made Grant
President.
Tho Atlanta New Ki-n is evidently ex?
pecting a foreign war. It declares that
"President Grant will cure all our domestic
troubles by a big outside move, which will,
nt tho proper time, be brought to tho sur?
face," and it advises every budy to "wait for
the wagon."
The Court House at Ringwood, West
Virginia, was destroyed by fire on Monday
morning. Tho clerk's and recorder's office,
with the records of nearly half a century,
were also consumed. Tho Journal, which
was published iu tho building, lost all its
material.
Mr. J. J3. Gough, au old citizen of Jasper
County, Miss., was killed on tho 2d instant
by tho bursting of his mill rocks, while
grinding. A Mr. Andrews was very badly
injnred nt the sume time.
