The House sent to the Senate a concur? rent resolution, that ns tho calendar of this House is crowded with bills of an important publio nature to which it is necessary that consideration should be given at tho present session, of the General Assembly, nud it would bo false economy to adjourn without proper attention to tho measures aforesaid; that the concurrent resolution recently adopted by both Houses of the General Assembly in reference to adjournment be rescinded, and that this General Assembly do adjourn on Wednesday, March 24, 1869. "Whion, after discussion, was laid on the table. The petition of John McRac, praying to be relieved from a bond at the Lunatic Asylum, for the maintaiuace of Chestnut "Whitaker, a pauper lunatic, was referred. A bill to renew and amend the charter of the town of Chester, South Carolina, re? ported from the Committee on Incorpora? tions, received its first reading, and was ordered for consideration to-morrow. Bills to incorporate the Palmetto Insur? ance Company, and to regulate and define the law of divorce, reoeived their third reading, passed, and were ordered to bo sont to the House. A joint resolution directing Sheri fis and other persons to forthwith turn over tux ex? ecutions to County Troasurors received i te third reading, and was ordered to be sent to tho House. The Speaker of tho House of Representa? tives attended in the Senate, when tho fol - lowing Acts and joint resolutions were rati? fied, to wit: To empower the Judges of the Circuit Court to grant relief in case of erro? neous judgments obtained during thc exist ance of thc Provisional Government ol South Carolina; to provide a lien on build ings and lands to parties furnishing laboi and material thereon; to authorize Sylvanuf Mayo to build a dock and collect wharfage in the town of Beaufort; to provide for th? collection of wharfage nt Hilton Head; te renew the charter of a ferry across the Con garee River; to organizo and govern tin militia of the State of South Carolina; join resolutions authorizing tho Governor tt purchase 2,000 stands of arms of th< most improved pattern, with tho usual com plement of ammunition; ratifying the tif teenth amendment to tho Constitution o the United States of Amerioa; authorizing the Governor to causo suit to be institute! against tho Laurens Railroad Cotnpauy t< protect the interest of tho State. A message wa? sent to the House of Kop resentatives requesting that body to returi a bill originating in the Senate to ostablisl and maintain a system of public schools fo the State of South Carolina. Bills to amend an Act entitled "An Ac to regulate tho manner of drawing jurors; to establish a lazaretto or quarantine ho; pital io the harbor of Charleston; to incor porate the various Boards of Trustees < the .Methodist Episcopal Church in Sont Carolina; were read a third time, and 9e>n to tho House. A bill to protect laborers working nnd< contracts on shares of crops received il third reading, passed, and the Act ordere* to be enrolled. The Senate took up for a second readin a bill to aid in tho extension of the Spartai burg and Union Railroad; which was rea by its title, and referred. HOUSE OF REPRESENTATIVES. The House met at ll o'clock A. M. The Committee ou the Judiciary reporte favorably on Senate bills to provide for th place of holding Court in Barnwell Conntj and also to carry into effect the provision of the Constitution relative to the rights < property of married women; to regulato tl manner of grantiug a final dismissal to e: ecutors, administrators, trustees, gnardiai or committees; to provide for the nnifor and proper promulgation of all legal an public notices. The Committee on Public Printing r ported on a Senate joint resolution to pr vide for the publication of the Acts, report resolutions and Journals of the Gener Assembly, nud recommended that the reso? lution pass with un amendment, by innert iug the words "three thousand five hundred copies of" between the words "prepaid" and "the." Agreed to. Motions to postpone the day of adjourn? ment were discussed, tho yeas and uuys re? peatedly called, and tinnily a motiou seut to the Senate, proposing tho 24th, instead of the 20tb. The report <>f the County Commissioners of Charleston County, concerning os .imates for County purposes, was referred. The account of J. McLeod, M. D., of Kershaw County, for post mortem examina? tion, was referred. A Senate bill to alter and amend the charter of tho town of Greenville, and for other purposes, was amended and ordered to a third reading. A bill to incorporate the Ashley Bridge Company, reported by the Engrossing Com? mittee, was read the tbird time and ordered to be sent to the Senate. A joint resolution to dissolve the Board of Special Commissioners appointed for Oco uee County, under an Ordinance of the Constitutional Convention entitled "An Ordinance to divido Bickens District into two Election and Judicial Districts, " adopted on the 29th day of January. A. D. 1868, was read tho third time and ordered to be sent to the Senate. A bill to make appropriations and raiso supplies for the year commencing in Octo? ber, 1868, wns taken up, amended, read the third time, passed, and ordernd to be sent to the Senate. It is as follows: SECTION 1. Educational Department: For the i support of free schools, $50,000, iu nddition ? to the amount raised by the capitation tax, to be apportioned to the several Counties according to their representation in the lower brauch of the General Assembly; for tho pay of the Professors in the University of South Carolina, $22,000, if so much be ?necessary; for ono Demonstrator, $1,000; for a Librarian. Treasurer and Secretary of the Faculty, $1,500; fer the Bursar aud Marshal, $50 '; for insurance and repairs of tho University building)?, $1,800; all of which 6hall bc paid upon the order of the Governor. SEC. 7. For the payment of the interest on the public debt accrued since the samo was last funded, $500,000. SEC. 8. Military Expenses : To defray the expenses of enrollment, organization and equipment of the militia, $20,000, if so much be necessary, to be paid on order of the Governor. SEC. 9. For the payment of the salaries of the commission to codify the laws of the State, $10,500. All contingent expenses connected therewith and allowed by law shall be paid out of tho contingent fund of the State, upon the order of the Comptrol? ler-General. SEC. 10. That all taxes assessed and paya? ble under this Act shall be paid in tho fol? lowing kind of fuuds, viz.: The bills receiv? able of tho State, United States currency, natioual bank notes, gold and silver coin. SEC. ll. Tho Auditor of State is hereby authorized and directed to levy, and cause to bo collected, a sufficient per centum of taxes to raise a necessary amount of money, upon tho assessed valuation of the property of the State, to meet tho appropriations enumerated in this Act: Provided, There shall not be assessed or collected, under thc provisions of this Act, au amount exceeding one million dollars. A bill to provide a place for holding Court in Barnwell County was taken from the table, aud tho further consideration postponed until the next regular session. A Senate bill relative to County Commis? sioners, was amended by adding: The Couu ty Commissioners of the several Counties aro hereby authorized to levy a tix of three mills on the dollar, if so much be necessary for County purposes, for the year 1869, t< bo expended according to law. It shall alsc be the duty of tho County Commissioners to furnish to tho County Auditor and Trea surer of their respectivo Counties office room, together with the necessary furniture stationer}', ?c., for the .same. And in case said Sheriffs or othc persons shall fail to forthwith comply wit the provisions of the first section of this ri solution, it shall be the duty of the Treosi rer of said Couuty to immediately repoi such misconduct to the Solicitor of the Cii cuit in which such Sheriff or other perso may reside, who shall forthwith proceed 1 prosecute said delinquent.
