WASHINGTON, March 10.-The resignation of Dix, us Minister to France, has been ac? cepted. In the Senate, the tenure of office bill was resumed, and referred to the Judiciary-by 33 to 25. The bill strengthening the pub? lic credit was taken np. Terry introduced a joint resolution, that thc Act removing the ineligibility of oivil oflicers in Virginia, Texas and Mississippi, is not to take effect until thirty days after the passage of tbis resolution. Referred to tho Judiciary Com? mittee. A bill was introduced, to pay loyal claimants in the late rebellious States. It contemplates threo commissioners to be ap? pointed by tho President. In the Supreme Court, Ev.n ts introduced his successor. Judge Hoar, who qualified as Attorney-General. Mr. Stewart aud family depart for New York, to-morrow. General Hatch, Colonel of the Niutb Cav? alry, will succeed General Howard, in tho Freedmen's Bureau. There was a very full caucus of Republi? can Senators to-day. Anthouy was unani? mously nominated for President pro (em. of the Senate. During the canons, it having been proposed to re? strict the business this session, it was insist? ed, on the part of the Southern Senators, that legislation was required for the settle? ment of claims of loyal citizens; also, that Sumner's bill, preventing intimidation of voters, A.c., should be passed. In addition, they insisted that there should bo some general friendly legislation for the recon? structed States, in order to create a better feeling, so that they might understand that tli3y were not neglected by other sections. Some misapprehension having arisen from recent despatches regarding Judge Bnsteed's case, the followiug, from the official record, is telegraphed: Mr. Wood? bridge, by unanimous consent, moved that the Committee on the Judiciary be dis? charged from any further investigation into the official conduct of the Hon. Richard Busteed, Judgo of tho United States Dis? trict Court, of Alabama, and that the testi? mony already taken be laid on the table. The motion was agreed to. Tho Mayor stated that he had called a mooting of tho Council to submit a propo? sition from Senator Robertson, through Mr. R. N. Lewis, to the effeot that if the city of Cohimbiu would donate the old market lot to tho Uuited States Govern? ment, for tho orectiou of a F?deral Court House and Pont Office, ho (Mr. Robertson) fell assured that he would be able to get au appropriation of 675,000 for that purpose. After some discussion, Aldermau Hope offered the followiug, which was adopted: Whereas, the city of Columbia is greatly iu debt, and its finances curtailed by the destruction of one-half its former taxable property by fire; bo it, therefore, Resolred, That tho Mayor be, and is here? by, authorized to sell to tho United States Government any building sito the city may own, for two-thirds its estimated value at the time needed, for tho purpose of build? ing a Federal Court House and Post Office. On motion, Aldermen Agnew nud Hope were added, to act in conjunction with the Mayor. A petition, signed by a number of citi? zens, relative to the removal of cross signs, waB read, and, on motion, laid on the table until next regular meeting of Council. A petition, signed by Dr. John Lynch and others, representing that Miss 5lary Lyons, an inmate of tho Alms House, was without a shelter, in consoqneuco of her room being taken from her, was presented, and, on motion, referred to the Committee on Alms House to investigate and report at next meeting. The following resolution was offered by Alderman Hope, and adopted: Resolved, That tho time allowed, viz: ten days, for removing the cross signs, bo ex? tended to tho 18th inst., and the City Clerk bo instructed to publish the same in thc daily paper. Mr. Pillsbury and hil Aldermen, however, meet nightly in secrel conclave, like Catalino and the conspirators of old, and concoct and devise new scheme' for the morrow. Yesterday, the following copy of a printed circular was sent to tbi various Aldermen of tho City Council signed by Pillsbury and his so-called Alder men : We, the undersigned, having been do dared by you to have received, on the lOtl day of November, A.
