The President announced that agreeably to the provisions of Section 2 Article III of the Constitution of the State, the following had become lawp, the same not having beon returned to this body within tho limit of three days: An Act to chango the location of tho County seat of Barnwel County from Barnwell Conrt House to Blackville, S. C.; an Aot to enablo tho Savannah and Charles? ton Railroad Company to completo their road. The House sent to the Senate a concur? rent resolution instructing the Stnto Printer to print 2,000 copies of an Act to organize townships, and to define their powers and privileges, for distribution among the State officers of tho various townships. Concur? red in. Also, a bill to repeal tho tenth Section of an Act entitled "An Act to appoint a Board of Commissioners for the city of Charleston, and for other purposes." Ordered for con? sideration to-morrow. The petition of Wm. F. Ervin, of Spar? tanburg County, praying the General As? sembly to recommend to the Congress of the United States the removal of his political disabilities, was referred. Tho Committee on Enrolled Acts, re? ported as duly and correctly enrolled, sealed and ready for ratification, an Act to ratify, confirm and amend tho charter of tho Charleston, South Corolina, Mining and Manufacturing Company. The Committee on Education, to whom was referred the memorial of the Dean and Faculty cf the Medical College of tho State of South Carolina and a counter-memorial and reply on tho part of the Chairman and Faculty of the University of South Carolina to tho memorial of the Dean and Faculty of the Medical College of the State of South Carolina, reported back the samo, with a request that tho Committee bo discharged from tho further consideration of tho said documents, as tho subject matter referred to in the aforesaid papers is now a dead issue, having been decided by the passage of an Act further to amend the Acts incor? porating the University of South Caroliua. The same Committee, to whom was refer? red Message No. 7 of the Governor relative to the University of South Carolina, re? ported back tho same, with a request that the Committee bo discharged, the sugges? tions contained in said message having been carried ont iii the provision? of tho Act en? titled "An Act further to amend tho Acts incorporating the University of South Caro? lina. ,Y The rules were suspended, tho reports cpnsidered immediately, agreed to, and the committee discharged. The Committee on Enrolled Acts, re? ported as duly enrolled, sealed and ready for ratification, the Act to establish the lieu of Magistrates' executions. A bill to provide for an enumeration of the inhabitants in the State received its third reading, passed, and was ordered to be sent to* tho House. The bill to alter and amend an Act enti? tled "An Act lo organize the Circuit Courts" received its first reading, was ordered for a second vending and consideration to-mor? row. HOUSE OF REPRESENTATIVES. The House met at ll A. M. A bill was iurtodueed to provide the mode and terms on which the property and stock of the Laurens Railroad Company subject to lien in favor of tho State may be sold. Referred. Tho Committeo on tho Judiciary, report? ed favorably on a Senato bill to prevent and punish dueling. Also, favorably on a Senate bill to empower the Judges of the Circuit Courts to grant relief in cases of erroneous judgments obtained during the existence of the Provisional Government of South Carolina. Also, favorably on a Senate bill to repeal an Act entitled "An Act to prevout persons holding certain offices of emolument from leaving the State." A message was received from tho Go? vernor laying hefore tho Houso a communication from E. R. Dorsey, Gene? ral Freight and Tioket Agont, to C. J. Stol hrand, Superintendent South Carolina Penitentiary, dated March 4. stating that, on account of the refusal of the State Trea surer to pay the trnusportution orders is? sued by your predecessor and yourself for tho transportation of discharged convicts, this rond and thc Columbia and Augusta Hoad will, after? this dato, decline to receive such orders for transportation. Received as information, and referred. Tho Committeo on Engrossed Acts, re? ported ns duly and correctly engrossed for a third reading a bill to vest in Isaac G. Long tho chnrter of a water conrso through Kingston Lake and Maple Swamp, in Horry County. Road thc third time, passed, and ordered to bo sent to tho Senate. Meade is assigned to command of the Military Division of the Atlantic and will transfer his headquarters to Philadelphia, Pennsylvania. Uo will turn over his presont command temporarily to Brevet Miijor-Geucral T. II. Bucker, Coloucl Thirty-third Infantry, who is as? signed to duty nccordiug to his brevet of Major-General while in the exercise of this command. 3. Major-General P. H. Sheridan is as signod to command of tho Department of Louisiana, and will turn over tho command of the Department of tho Missouri tempo? raria to tho next senior officer. 4. Major-General W. S. Hancock is as? signed to command of the Department of Dacotah. 5. Brigadier ami Brevet Major-Geneai E. R. S. Cauby is nssigneel to command the First Military District, and will proceed to his post as soon as relieved by Brevet Major-General Reynolds. 6. Brevet Major-Gonoral A. C. Gillern, Colonel Twenty-fourth Infantry, will turn over the command of tho Fourth Military District to tho next senior officer and join his regiment. 7. Brevet Major-General J. J.
