Since the nomination and confirmation of
Alexander Stewart to the office of Secretary
of the Treasury, I find that by the eighth
section of the.. Act of Congres?, approved
September 2, .1789, it is provided as follows,
to-Wit: (Section Lure quoted.) In viow of
these pr?visions, and the fact that Mr.
Stewart had been nanimously confirmed
by the Senate, I we'd ask that he be ex?
empted by joint : solution of tho two
Houses of Congress from the operations of
the Bame. Sherman introduced a Bill re?
pealing the said eighth section, but pro?
viding that the Secretary shall act in no
case in which he is personally interested,
and asked the present consideration of the
bilL Sumner objected. Ho thought the
matter ought to receive tho most careful
and profound consideration. The removal
of political disabilities was discussed to ad?

Three hundred nnd fifteen of the Cuban
prisoners will certainly go to Fermando
Poe. Many of them belong to the first
class Cuban families.
Bullion in the Bank of Franco increased
$1,000,000 francs.
Late Paraguayan advices state that Lopez
still heads the army, and is fortifying in tho
interior.
It is said that Washburne will decline
the Secretaryship of State on account of ill

Judge Busteed, who was expected to ro
