A bill to organize and govern tho militia of tho Stato of South Carolina received ils third reading, passed, and was ordered to be returned to tho House. The message of tho Governor and accom? panying communication from Hon. Wm. H. Seward, Secretary of State, was read, and the joint resolution submitted by thc Com mittee on Political Disabilities to ratify th? fifteenth amendment to the Constitution o' the United States, was taken up for f second reading. The resolution receiver! its second reading, was agreed to, and or dered to be engrossed for a third reading. A bill to incorporate the "Dentecnei Artillerie TJnderstntzongs Verein," receive! its third reading, passed, and was ordered to be sent to the House. H. Bit & Co. in United States currency. HOUSE OP REPRESENTATIVES. The House met at ll A. M. The Committee on Incorporations n ported favorably on a bill to renew av amend the charters of certain towns ar villages therein mentioned. Also, favorably on a bill to incorporate home for invalid clergymen of the Episci pal Church, in the town of Aiken. The Medical Committee reported on ab to establish a Lazaretto or Quarantii Hospital in the harbor of Charleston, ai for other purposes, and submitted the ft lowing majority and minority reports: Tho minority of the Medical Com mitt recommend the pssago of tho bill, belie vii that there exists an urgent necessity f such action on tho part of the Geuorul / scrably. A majority of the Medical Committee i commend the indefinito postponement the bill for the following reasons: 1. We doubt the absolute necessity i such an expenditure. 2. If there be a necessity, they doubt t propriety of appropriating so much mon to be expended on a public building wil out specifications or estimates, such thing in their opinion being uuprecedontt 3. The provisions already made for t pay aud nae of the health officer aggregi au amount within about $100 of what v formerly paid by the State in her palmi days of prosperity. 4u The law now in force provides that i commander of each vessel quarantined si: provide quarters for such persons in vessel os shall be under cafe of nea officer. And, finally, we think that in I present impoverished condition of the St Treasury, it becomes our duty to reox mend tho above mentioned dispositiot the bill, and tfaat $500 be added to the an? nual appropriation, to be expended through the municipal authorities of Charleston, to aid in carrying out the provisions of tho quarantine law. The Com m mit tee on the Judiciary, re? ported favorably on a bill to authorize the Common Council of the city of Charleston, to amend an ordinance entitled "An ordi? nance to aid in rebuilding the burnt district and waste plnceB of the city of Charleston." Also, favora? bly on a joint resolution authorizing tho Governor to cause Buit to bo instituted against the Laurens Railroad Compauy, to protect the interest of the State. Ordered to be engrossed. Also, unfavorably on a bill to enforce the provisions of the four? teenth article of tho Constitution of the United States. Ordered to a second read? ing. A Senate bill to punish perpons obtaining property under false pretenses was made the special order for Monday March 8, at 1.30 P. M. The Senate sent to the House a bill to organize and govern the militia of tho State of South Carolina, being a substitute for tho House bill of the same title Read the first time, and referred. Tho following members obtained leave of absence: Littlejohn, Ransier, Mobley und Burton. -o A clergyman, happening to get wet, was standing before tho session-houso fire to dry bis clothes, and when his colleague came iu, ho asked him to preach for bim, as be was very wet. "No, sir," was the prompt reply; "preach yourself; you will bo dry enough before you leave the pulpit." When Sir Thomas Parkes was pleading against Dr. Sucheverell, the doctor said to him, "I shall pia}' God to forgive you."
