Tho Committee on tho Judiciary, to whom was referred a bill to regulate and defino tho law of divorce, reported buck tho sume, with amendments, and a recom? mendation that tho bill, as amended, do pass. Tho Speaker of tho House of Repre? sentatives attended in the Senate, when the following Acts were duly ratified: An Ad to confirm mid declare valid the recent eb o tion of Mayor and Aldermen of the city of Charleston; an Act to incorporate tho Co? lumbia Building and Loau Association. A concurrent resolution, that thc State Treasurer be instructed to pay all accounts of Commissioners und Managers of Elec? tion, and all accounts of tho constabulary force, as authorized by the Act passed ut this session, in United States currency or bills receivable, at carrent rates of ex? change, was agreed io, and sent to tho H0U6O. Tho following concurrent resolution was orderod for consideration to-morrow: Wliereas, at the special session of the Legislature a large number of claims against tho State, amounting to thousands of dol? lars, were presented to tho respective Com? mittees on Claims of both Houses to bc audited and paid; and whereas, said claims each day have increased in value and amount, and many were of doubtful charac? ter, and others ought not to bo paid; and whereas, the financial condition of thu State at that timo was such that it was ab? solutely impossible to puy the sanie, and pay even more presbing demands of our present State Government; and whereas, at that time there bad been no assessment and collection of taxes, and no ono knew whether it would bo possible for the State to pay the interest on the publio debt, which the good faith and credit of the State demanded immediate consideration and ad? justment; and whereas, in consequence thereof, the Legislature postponed tho further consideration of all claims accruing under tho Provisional Government fo the next regular session; and whereas, tho General Assembly linds itself ut this tho regular session iu about tho same financial condition os at tho special session, there having been no assessment or collection of taxes, and there being as yat no funds tn pay tbe interest on the publio debt; ?iud whereas, there bas been no general system adopted by both Houses for tho auditing of said claim?, tho Senate adopting ono rule and tho Houso another in regard thereto; and whereas, it is behoved that many of these claims are en just, and ought not to be paid, and that luring tbe session of the General Assembly sufiioieut time -?minot bo spared for a committee to take testimony, examino vouchers, books, records, SK., re? lating thereto; therefore, be it Resolved by Ute Senate, the House of Repre sentalioes concurring.
