COLUMBIA, S. C. Friday Horning, February 12, 1869. Favorable llrporta ot tb? South. A despatch from Washington states that Gen. Grant's staff, returning to the seat of Government from a recent trip to the South, submitted a very favorable report of the condition of affairs in this quarter. Does this report refer to the political attitude of tbe South at this time? pertinently asks tho New Orleaus Times. Partly, perhaps. Our people are quiet enough on tbe ordinarily exciting top.'o of governmental affai.s, party projects and tho like. They are willing that Congress should legislate as it pleases, having themselves no voice in the matter, or none that is influential. Thin repose, this acquiescence, is tho result of necessity, aud by no means establishes thc fact that our citizens approve of every measure that is adopted by the majority. The truth is, the South are a peculiar people, and long ago entertained and advocated the doctrine that that government is best which governs least. It has always been our boast in this oountry that we call in reason und tho Con? stitution to our aid, nnd by their enlighten? ing influence and direction govern our. selves. If we take less intorest in Federal affairs than formerly, it is from the general conviction and consciousness which prevail in our midst that the Federal Government, ns administered for some time past, is un American and antagonistic to what we call self-government. By-an-by there will doubt? less be an improvement in this particular, and we of the South will be left to pursue our own interest in our own way, and the party in power desist from any further re? taliatory measures on account of the late war. The people approve of the "let-alone policy" on both sides, unless it bc in tho way of friendship. We aro quite willing, nay, desirous, to aid a constitutional go? vernment in its administration, if the Go. vern ment, faithful to its old pledges, is prepared to "promote the general welfare" of all the States without exception. We are not informed of the particular topics on which the General's staff reported; but pre? sume they informed him that, notwithstand? ing partisan mendacious rumors to thc country, the wur over, nnd our people hav? ing, in popular parlance, "accepted thc situation," they uro quietly pursuing theil own vocations, boping for tho best in thc future, and especially boping that the in? coming administration, by its wisdom and virtues, will form an era in American histo ry, und by its generous consideration of all American interests, regardless of scctiona preferences, will restore this national bar mony and consolidate the Union. Thej might well inform him that, under thesi encouraging expectations, a peoplo natural ly brave and enterprising, and favored lr Heaven with u fertile soil, rich staples an< great natural and artificial channels of com mu n?cat ion for the convenience of trade have not wholly lost their courage. Al chistes of operatives, from the highest ti the lowest amoug us, are satisfied that b the pursuits of steady, quiet industry, tb interests aud honor of a free people maj- b best promoted. They', therefore, are with rt murkable spirit aud unanimity, puttin their own ohonldurs to the wheel, in ordc to extricate themselves, their families au their country from tbe difficulties in whic they were involved by the lato war; belier iug that u magnanimous government wi aid them in the effort to the best of il ability. This case involved many knotty points in medical jurisprudence aa well as in law. Mr. John T. Sloao, Jr., led off in defence of the prisoner, aud delivered an excellent ar? gument; he spoke with a dignity and cool? ness seldom seen in young men. Mr. Talley followed him on behalf of the .State, with his usual ability. Col. A. C. Haskell closed in behalf of the prisoner. His argu? ment was forcible, aud showed accurate knowledge of the law. The Judge in his charge complimented the attorneys pro und con., and said tho case was ono of gre.t in? terest to him aud tho country. Gonzalez, who was second in c ommand in the ill-fated Lo? pez expedition to Cuba, aud who has been residing in South Carolina since the failure of that expedition, went over to Havana on the Alliance week before last; but we learn that be was arrested iu fifteen minutes after lauding, and lodged in the Moro Castle." The investment demand from Northern capitalists and corporations seems to have been .satisfied, while specu? lative operators uri' temporarily attracted to the other markets."
