Mr. Bock, of Kentucky, seems to be giv?
ing a great deal of trouble to some of thoso
loyal worthies now swarming about the
Capitol in quest of office, or fees, or subsi?
dies, or revenge, or any one of un infinite
num'ier of other things. Heretofore we
havo Adverted to tho keen query by which
ho brought it to light that a certniu ecclesi
O&rtcnl interest seeks possession of all the
churches of another eclesiastical interest in
Virginia, when it has no congregations to
put in such edifices, and would thereby play
dog in tho manger by ousting ono commu?
nion of worshipers, without being ablo to
enter another, and wo have now a second
matter of interest brought to light through
his questioning.
Tho vagrant laws of tho South, as passed
in 1865-6, havo been made a powerful agent
in stirring up pr?judice against tho peoplo
of that section, the statement being that
they remanded the freedmen into virtual
slavery; but in the case of Virginia, at least,
Mr. Beck has forced tho admission, in a ses?
sion of the Reconstruction Committee, that
her vagrant law was applicable to whites and
negroes alike in its scope, and in its wording
a literal transcript of the Pennsylvania Act
on the subject. The point is of importance
ns showing that what on one sido of thc
border lino was entirely proper, was on the
other made one pretext for reconstruction.
Tho truth is, that this vagrancy dodge has
never been properly understood North.
Enforced continuance in one place being
of the essence of slavery, and, perhaps, the
severest, concomitant of the system to the
negro, the first idea of the blacks, in eman?
cipation, was to go off somewhere. Thu
naturallj' led to an immense amount of vaga
bondizing, and the vagabondizing, as beinj.
incompatible with wages, to wholesale thiev
iug. Cities were overrun with helplest
multitudes just when, at tho close of a har
masing war, tho corporate authorities wen

In the country districts, it was even worse
for there, beyond the gutting of corn-crib
and smoke-houses, stock animals were killel
