TJie Speaker took tho Chair. The Committee on tho Judiciary Bubmit? ted a majority and minority report on a bill to punish nil persons having, or pretending to have,' authority to solemnize matrimony who shall marry minors without tbeconsent of purent or guardian. Also, nnfavorably ou a bill to enlarge tho powers of tho Mayor and Aldermen of the city of Columbia; also, favorably on a bill to extend tho power of magistrates to imprisonment in certain cases, and recommended an amendment; nlso, favorably on a bill to regulate the salo of poisons, and recommended an amend? ment. Tho bilk; were ordered to lie over for socond reading. The Committee on Incorporations report? ed on a bill to incorporate the Colnmbia Educational Society, and recommended that the bill be referred to the Committee on Education. Also, favorably on a petition of certain citizens of Lancaster village for the renewal of charter, and recommended that the prayer of the petitioners bo grant? ed. Adopted. Tho Coo'mitteo on Legislative Library reported on a concurrent resolution author zing the Stato Librarian to purchase addi? tional copies of the Staate reports, and re? commended that the resolution be adopted. Recommitted. Tho Committo on Engrossed Acts report? ed as daly and correctly engrossed for a third reading; a Sonata bill to incorporate the South Carolina Phosphate Company. Also, a bill to renew the charter of the Charleston Ancient Artillery Society. Also, a bill to incorporate the Aiken Sanitary As? sociation. Read thc third time, and ordered to the Senate. A bill to provide for the enlistment, dis? cipline and pay of an armed force for the purpose of governing and keeping safe the convicts in the South Carolina Penitentiary, was read and referred. A resolution was referred to tho Library Committee, that the Governor of the State is hereby authorized to purchase for distribu tion such of the previous volumes of thr State reports, both of law and equity, as ht may deem' necessary to complete tho ex ohangea nott being made with the otb ci States of the Union, provided the amount expended does not exceed $500. A resolution ' was presented, but ind eli nitely postponed that, during thercmaindei of this session, not more than twenty mern bers of the House shall have leave of ab sence at any. one time, except in cases of poi? soned illness. Thc memorial of the City Council o Charleston, to authorize the levy of taxe and provisions of ordinance to raise supplie for the year 1869; also, a communicatioi from the City Couucil of Charleston, enclos ing the annual statement of the Charlestoi Alms House for 1868; also, tho petition o John Phillips, surviving executor of Jobi Campbell, praying for the renewal of certifl oates or scrip for State stock lost or destroj ed; were referred. The Committee on the Judiciary were in otruoted to prepare an amendment to th Conetitution of this State extending th right of franchise to females of the age c twenty-one years and Upwards, provided sai right be restricted by property and educn tional qualifications. Elliott be, and they a hereby, appointed and authorized to re r?sout tho stock held by the State, and 1 the Bank of the State, in the next annnal meeting of the stockholders of the South Carolina Railroad Company, and the ex? penses inoidental thereto shall bo paid out of the contingent funds of tho State on tho presentation of their individual certif?cate to the Treasurer of the State. Tho Senate sent tp the House a bill to authorizo tho renewal of State stocks and bonds lost or destroyed. Also, a bill to punish persons obtaining property nuder false pretenses. Read and referred. A concurrent resolution was received from tho Senate and concurred in, that a Joint Committee, consisting of two on tho part of tho Senate and - on tho patt of tho House of Representatives, be appointed to investigate and report what Acts aro impor? tant to bo passed at this session. Bills to renew the chatter of the Charles? ton Bible Society; to incorporate the1 Charleston Mission Presbyterian Church;! to prescribe certain rules to be observed iu the governmeut.of ferries aud bridges pri? vileged to charged toll; to alter and amend I an Act entitled "An Act to determino and perpetuate tho homestead," were read a second time. Tho enacting clauso of a bill to declare tho rights of tho creditors aud to provide for tho winding up of the affairs of railroad companies in South Carolina, was stricken ont. A bill to amend an Act to regulate the manner of drawing juries was amended to read: A bill to amend an Act entitled "An Act to regulato the manner of drawing jurors," and was then ordered to bo engross? ed for a third rending. A Senato concurrent resolution, relative to laying out townships, was laid on the table. Tho following members obtained leave of absence: Goodson, C. D. Hayne, G. John? son, Scott and S. Johnson. At 3.30 P. M., House adjourned. The Senate was not in session. Superintendent Johnson, of Augusta, Ga., publishes a card, in which he says that the reported outrages by the Ku Klux in taking possession of a train at Barnett, on the Georgia Railroad, on the night of Jan? uary 17, as published in the Northern papers, are base fabrications, no such oc? currence having taken place.
