Be ii Ordained by the Mayor and Aldermen of the City of Columbia, in Oounoil assembled, and by the authority of the same, That a tax to cover the period from January lot, 1809, to January 1st, 1870, for the sams and in the manner hereinafter montioned, shall be raisod and paid into the pub? lic treasury of the said city, for the use and sor vioo thereof. SECTION 1. That is to say, one dollar on every $100 of the assessed valuo of real estate, lying within the limits of said city; and the value of all taxable roal estate within tho city of Columbia, shall be assessed by the City Assessor. SEC. 2. Fifty cents upon every $100 of sales of goods, wares aud . merchandize, embracing Bales of all articles of trado, for barter or exchange, shall bo paid quarterly, which shall bo made by merchants, traders arid dealers within tho city of Columbia from tho 1st day of January, 18(10, to thc 1st day of January, 1870: Provided, That all merchants and others whose sales of goods, wares and merchandize shall exceed $50,000 for the year 180'.), shall pay one dollar only, on every $1,000 of such excess. SEC. 3. Tu? re shall be paid, quarterly, ono per cont, upon all sales at auction, on all goods and chattels, and one-half percent, on sales at auc? tion of all real estate and stocks of even descrip ? tion: Provided, That no tax shall be levied on any sales at auction made by order of cotutor process of law. SEC. i. There shall bo paid, quarterly, by all merchants or others, one per cent. on all gonds, wares and merchandize sold on consignment; two per cent, on th?: premiums of oaoh and every in? surance company or agent thereof. Tho refusal or neglect'to make regular quarterly returns, or pay the tax thereon to thc City Clerk, shall subject thc parties who shad so neglect or refuse, to a lino of two dollars per day, for such refusal or neglect. SEC. 5. There shall be paid three dollars on each and every horse, mare, stallion, gelding and mule, kept or used within the city of Columbia, or sold by traders or their agents; besides, the following tax on vehicles, viz: U*p?n each four-wheel plea, suro carriage or barouche, drawn by two or more horses, twelve dollars; upon each carriage, buggy, barouche, gig or sulky, (not used for hire, ) drawn by one horse or mule, bix dollars; upon each vehi? cle used for the breaking or exhibiting ol horses or mules, ton dollars; upon each carriago or hack drawn by two horses, and run for hire, fifteen dol? lars; upon each one-horse buggy, gig or sulky, kept or run for hire, eight dollars; upon each four horse wagon, twenty dollars; upon each two-horso wagon, fifteen dollars; npon each one-horse wagon, cart or dray, ten dollars; upon each express wagon. $100; upon each and every omnibus or stace, twenty-live dollars; Provided, That no? thing herein contained shall bo construed to ex? tend to wagons, carts or other vehicles, going to or from market, and owned by non-residents of said city. Each livery stable keeper or agent for tho sale of horses or nuiles, shall be subject to the samo penalty f.ir not making proper quarterly re? turns ou oath, as designated in secli-in I of*this ordinance. SEC. C. No person shall let or hire any wagon, cart or dray, or otlu r carriage, or run any omni? bus, stage, hack or other can inge, for tho trans? portation of goods or passengers, within the limita of said city, without having first obtained a badge from tho City Clerk to bo placed on some conspi? cuous part of the vellido, under a penalty of five dollars for each and every day that such vehicle shall bc so run ; to ho recovered by information before the Mayer, or any one of th?; Aldermen of said city. SEC. 7. That each and every person, between thc ages of IN and 50 years, liable to work twelve days in each year, on tho streets of said city, may and shall be excused from the performance of this duty, by thc payment of three dollars to the City Clerk. On failure to pay tho said sum of three dollars, at tho lime of payment of their general tax, shall, when eurimon?d to do so, bo required to work upon the streots of tho said city for full twelve days, under tho direction of tho overseer of the Htrects. Any person refusing or neglecting to obey tho summons, shall be ilued two dollars for each day's neglect of tho same; to bo recovered by information before thc Mayor and Aldermen, in Council assembled. And it shall bo tho duty of thc City Clork and of tho Chief of Police, to re? port to tho said Mayor and Aldermen, all default? ers under either of tho clauses of this section. SEC. H. That for a license to retail spirituous liquors in quantities lesa than a quart, thc sum of $150 per annum shall bo paid in advance; fer a license to sell spirituous liquors in quantities of a quart or more, tho sum of $75 per annum shall bo paid in advance; and for a lieenso to sell lager beer, ale, porter, or other malt liquors, hi quanti? ties less than ono quart, the sum of f'25 per an? num, shall he paid in advance: Provided, That this section shall not bo construed lo include malt liquors sold in original package? as prepared by tho manufacturer. Nu license for tho sale ol spirituous or malt liquors shall ho granted for a less period than six months, tho receiver of each license to nay to tho City Clerk the sum of two dollars for such license. And provided further. That the granting or withholding of licenses, in each particular ease, will bo at tho discretion ot the City Council. SEC. it. That for tho privilege of establishing and keeping a junk shop within the limits of said city, tho sum of lift y dollars per ann um, shall be paid in advance. Application to bo mado to the City Council for a license for that purpose. SEC. 10. There shall bo paid two per cent, upon tho incomes of all brokers ami bankers transact? ing business within tho limits of said city, and two per cont, upon all incomos derived" from commission business, of tho practico of profes? sions, within said limits, including tho professions of law, physic, dentistry and architecture, to ht paid quarterly. BEC. ll. lt shall not be. lawful for any vendor ol patent medicines or other articles of merchandize, who aro non-residents of said city, to sell theil wares or merchandize witbiu its corporate limits without first having obtained a license to do so aud paving in advance to tho City Clork such sun; as tho Mayor may assess for said license. SEO. 12. Anv person oponing auch establishment withiu thia city, without having first obtained tho lioenso and givon bond aa aforesaid, ahab bo eubject to a fine not excooding fifty dollara for each day such establishment shall bo kept opcrjed or used; also, that such placo shall bo considered and is hereby declared to be a nuisance, and liable to bo abated as auch. 8BO. 10. That each and cvory tenant or occupant of any real estate, upon whoso premises water is brought by pipes, or otherwise, from tho city reservoir, Bhall pay to the City Clerk, at tlin Banie timo with the other taxes imposed by thia ordi? nance, such sum as may be assessed by tho Com? mittee on the Water Works. And any owner or his agent, or occupant of any real estate, upon whose premises water is brought from tho city reservoir, failing to make a report of the hydrant or hydrants used by him, her or hy anv tenant or occupant on such premises, shall be liable to a line of double tho aniouutot tho assessment levied thereon. Sec. 18, Each and every hotel, private board? ing-house or house of entertainment, receiving transient travelers, and each public oating-honso or saloon, shall pay a tax of one-half per cent, upon their gross receipts, to bo paid quarterly. Each barber shop shall nay a tax of three dollars for each quarter in advance All newspapers, published in said city, shall pay a tax of ono per cent, on their gross receipts, to be paid quarterly,. Bec. 10. Each and every cotton press and cotton gin, within thc corporate limits of said city, shall be required to procure a licenso for Cte same from tho City Clerk, and shall pay twonty-fivo dollars per annum in advance BEC. 21). All persons who shall enclos' any streets or part of streets in tho city of Columbia, by and with consent of tho Council, shall pay an minna! tux of live dollars on aii3r street or part of any street so enclosed, or such other price or sum as may bo fixed and doti rmincd by tho Council; but each street or part of any street so enclosed hy? the consent of Council, may at anytime be opened by the order of the said Council, any thing to thc contrary lu rein notwithstanding. Sr.c. 21. And be it farther ordained, That if any person or persons shall fail, neglect or refuse to malena return to the City clerk, on oath, of all his, hor or their taxable property, income, sales, receipts or other things taxed by this Ordinance, on or before the first day of March next, such per? son or perso- s shall be then assesped by thc As? sessor for nil bia, her or their property or other things taxed by this ordinance, according to the best information which ho eau obtain of the value ot such taxable property; and Mich person or per? sons who shall fail, neglect er refuse tc make a return as aforaaid, or pay tho tax thereon, on or before the 15th day of March next, shall be subject to, mid pay, in addition to said tax, five per cent, on the whole amount of hi-, her or their tax, as imposed by this Ordinance; and the said Clerk is hereby required to collect and receive the taxes and dues levied and imposed by this Ordinance, and all arrears of former taxes and dues, and j make a return thereof, and of all persons who bhall then be in default, to the Mayor and Alder? men, on tho loth day of March next. BEC. 22. illili be it furUter ordained, That tho eaid Mayor and Aldermen shall issue their execu? tion against each and every person who shall bo reported hy the said Clerk to have failed, neglected or refused to make returns, or nay tho taxes imposed by this ordinance, within tue time herein prescribed; which said execution shall bo lodged with tho Sherill of Richland County, to bo collected according to tho provisions of tho Acts of tho Ocneral Assembly in such cases made and provided.
