Its chief object seems to be to prove that tho body bo ad? dresses has no legal existence, and that ho is not the regular, legal (but tho provisional) Governor of Georgia, although ho is exer? cising all tho prerogatives of that oflice. According to tho Governor tho Legislature is not legal, because tho members were not required to take the test oath. If ho is correct in this, then none of the Southern States have a legal government-for tho members of tho Legislatures of none of these States were required to take that oath. He quotes at length from tho opinions of Gen. Meado to provo that that oilicial, at ono time, thought tho test oath might be applied to tho members elect of tho Legis? lature. This argumeut is unfortunate for the Governor's position. It only proves that Gen. Meado thoroughly canvassed tho question, and that tho result of this mature reflection was that the General concluded that the Reconstruction Acts did not re? quire members of tho General Assembly to swallow tho "iron-clad," and that it was not his duty to require it of them. Gen. Meade, and not Gov. Bullock, was made, by the provisions of the law, tho arbiter of these questions. Tho proof is that, acting on the prcccdout of other States, and bis own interpretation of thc meaning of the law, he did not require that oath. [Augusta Press. -o TUE CONTESTED ELECTION.-City Council lost night adopted a declaration of tho recent election, setting forth the number of votes received by each candidate, from which it appears that Mr. Gilbert Pillsbury and his Aldermen received the greatest number of votes. Council also adopted a return to the writ of mandamus served upon them, reciting the declaration made by them, and further showing that tho elec? tion had been contested, and that it bad been declared illegal and void; and that, therefore, Mr. Gilbert Pillsbury and his Aldermen were not entitled to their seats. The declaration and return were prepared by the city attorney. The return of the Acting Board of Alder? men will be filed in the Supreme Court, at Columbia, and road in open court on to? morrow, the 20th instant, when it will bo determined whether tho return is sufQcient. | If so determined to be sufficient, thero will I be an end to the mandamus; if not, the conrt may proceed to compel the board to j make what it doems to be a sufficient return. A national colored convention at Balti? more adopted resolutions asking Congress to so amend tho constitntion as to securo beyond cavil tho right of suffrage to whites and blacks alike; and also asking Congress to redress tho outrage of expelling tho colored members from tho Georgia Legislature. A body found in tho rums of Caldwell's store, in Philadelphia, Friday afternoon, is supposed to bo that of ono of tho missing clerks, but is so charred that it is impossible to identify it. Tho popular vote for President in Novem? ber last stood as follows: Grant 2,978,551; Seymour, 2,G43,G12-majority for Grant, 334,939. Kate Rupert, aged 17, was fatally burned in Harrisburg, yesterday, by tho upsetting of a kerosene lump. Tho last Chicago sensation is the arrest of four policemen for murder.
