THURSDAY AND FRIDAY, December 17 and 18.-The Senate assembled nt 12 M., and "was called to order by the President pro tem. Prayer by the Chaplain. Mr. Rainey presented the petitions o? R. Dozier for issue of script in ?lace of that destroyed, and A. M. 'oater to supply lost bonds. Re? ferred. Mr. Corbin, from the Special Com? mittee appointed to inquire whether there are any rooms in the College buildings suitable for the meeting of tho Senate during the remainder of the session, reported that the room used for tho College Library is a suit? able one, and furnishes ample ac? commodations for the meeting of the Senate daring the remainder of thc session. The Committee further re? port, that the room has been twice used by the Senate for this purpose, daring former sessions, and the Com mittee seo no obstacle to its use now, and they respectfully recommcac that the Senate do direct the desk: and furniture of tho hall now occu pied by the Senate to be removed tr the room known as the College Li brary, and when tbe Senate adjourns it adjourn to meet at said Library, ii 12 M., December 18. Mr. Maxwell introduced a cone rent resolution, that the Ooraptroll General is horeby directed and quired to issue instructions to S riffs, directing them to coaso collection of executions issned agni . citizens or inhabitants of this St f for capitation tax; which was refer to the Committee on Finance. Mr. Nash introdnced a concurr resolution, tbat the Clerke of the re? spectivo branches of the General As? sembly are hereby authorized to maim out- the certificates of members' pay, for mileage and per diem, from the 24th day of November to tho 21st day of December, 1868, iuclusive; and in such sums for tho employees as shall be fixed by the Chairman of tho Committee on Finance in tho Se? nate and tho Chairm.in of the Com? mittee of Ways and Menus in the House. Adopted. The Speaker of the House of Rep? resentativos attended in tho Senate House, when the following Acts and joint resolution were duly ratified: An Act to facilitate tho drawing of jurors in this State; an Act to author? ize R. S. <te M. R. Bennett, of Beau? fort County, to collect wharfage; an Act to renew tho charter of Camden Independent Firo Engine Company; joint resolution authorizing tho State Treasurer to pay Dr. Alfred Raoul $315, for services as physician to Charleston jail, and for medicines furnished prisoners. Mr. Jillson introduced a bill fur? ther to amend tho Acts iucorporatiug the University of South Carolina. Mr. Hoyt introduced a bill to in? corporate tho Columbia Building aud Loan Association. Mr. Maxwell introduced a bill to provide for the collection of capita? tion taxes. Mr. Rainey introduced a bill to amend an Act entitled "Au Act to ex? tend the time for officers to qualify." Mr. Cain introduced a bill to pro? vide for tho appointment of a Com? missioner of railroads and telegraphs, and to prescribo his duties. All ol which woro ordered for consideration to-morrow. Tho Senate took up for considera? tion a resolution rescinding tho reso? lution of suspension of Senatoi Leslie. Discussion ensued, wbicl was generally participated in. Ordered for second reading. Also, (favorably, on a Senate concurrent resolutio instructing tho Comptroller-Genen to proceed against all delinqueu Sheriffs and Tax Collectors for nor payment of dues to the State. Mr. Tomlinson submitted the fe lowing report: Tho Special Committee to who was referred the Governor's speci message, enclosing letters giving a count of outrages and violations i order in Lancaster County, won respectfully report that they ha' considered the same, andrecomtnei that tho Committee on Milita Affairs of this Houso be instructed confer with tho Rame committee ( the part of the Senate, to the ei that tho militia bill, passed by tl House at tho special session, may ha speedy consideration in tho Senat And that the Governor of tho Stat with tho assistance of the Adjutai General, bo, aud he is hereby, a tborized to ?ulist a company of 1 men, (or more, if in bis opinion mn be needed,) who shall bo fully arm and equipped, and, if necessnr mounted; aud that when in a County in this State it shall becoi impossible, from nuy cause, to c force the laws, and keep tho pea by the ordinary civil processes, t Governor shall have, aud is here given, authority to send as many tho aforesaid armed and eqnipp men into said County as, iu his jni ment, may bonecossary to quell su disturbance, and arrest tho gui parties; a d that, in order to ca ont tho intent of this resolution, 1 Governor is hereby authorized exercise any or oil of tho powers ci fcrred upon him by an Act eutit "An Aot to suppress insurreot j and rebellion," passed on the twen second doy of Soptcmber, 18 That the men so enlisted shall properly officered and controll and that said officers and men si receive, in tho service of tho Sh the same pay and allowances as are given to soldiers and to officers of the same grade in the army of the United Stctcc. Any and all expense? incurred in carrying into effect the provisions of this resolution shall be paid ont of any funds in the Troa enry not otherwise appropriated; and the State shall be reimbursed for any such outlay by the people of any County into which, for tho preserva? tion of the peace, tho Governor is compelled to send the force. Mr. W. J. McKinley introduc bill to prohibit lotteries tuul the sale of lottery tickets in this State. Re? ferred. Hr. Feriter introduced a bill to alter and amend an Act entitled "An Act to determine and perpetuate the homestead," passed tho ninth day of September, A. D. 1868. Referred to thc Committee on the Judiciary. Also, introduced tho following, which was adopted, that the Committee on Ways and Means bo instructed to in? form this House what tax or licenso is paid by peddlers selling tobacco and spirituous liquors in this State, if any, and what legislation is neces? sary in tho premises. Mr. Neagle introdnccd a resolu? tion, which was referred to tho Oom mitteo on the Removal of Political Disabilities, that when the Commtteo on Political Disabilities report in favor of any petitioners, they bo re? quired to show canso why such party should bo relieved of said disabili? ties; and that no report will bo re? ceived from said Committee which does not set forth all thc facts in tho case. Mr. Purvis, from tho Committeo on Agriculture, reported on a con? current resolution to appoint a Special Joint Committoo to report a plan whereby the manufacture of cotton and other staples may bo promoted within the State, ?fcc, nudrecommend au amendment to insert between "nud report," on fourth line, tho words "if they doom ad viable." Mr. Whipper, from tho Committee on the Judiciary, reported favorably ou a bill to provide for tho payment of tho fees of sheriffs for dieting per? sons confined in jail. Mr. Stoibrand, from tho Commit Military Affairs, reported favorably on a joint resolution authorizing the Governor to employ an armed force for the preservation of the peace. Or? dered for aRecond reading. A bill to establish and define tho duties of County Surveyors was taken up out of its regular order, and the enacting clause stricken out. A (Senate) bill to make appropria? tions for tho payment of tho pur diem and mileage of tho members of the General Assembly and salaries of subordinate officers, and other ex? penses incidental thereto, was agreed to, and the titlo changed to an Act. A bill to renew tho charter of Pen? dleton village, in tho County of An? derson, was taken np, read tho third time, passed, and ordered to be sent to tho Seuate. Mr. Jenks, from the AnditingCom? mittee, reported favorably on account of William Simons for repairs to the Hall of tiio House of Representatives. Account ordered to be paid. Sundry papers were received from the Senate. A joint resolution authorizing the Governor to employ an armed force for tho preservation of tho peace was taken up, wdaen Mr. Turner moved to strike out tho resolving clause; but it was indefinitely postponed. Mr. Crews introduced a bill to es? tablish a new County out of portions of Greenville and Laurens Counties, to bo called Fairview County. Re? ferred.
