The Senate assembled at 12 M., and was called to order by the Presi? dent. The Senators from Lancaster, Lau? rens and Marion obtained leaves of absence. Messrs. Hayne, Jillson and Swails .were announced as tho Committee, under tho resolution adopted on Sa? turday to inquire of the Commis? sioners of Election, appoiuted by the Constitutional Convention, what dis? position has been made of tho furni? ture purchased for the use of tho office of tho Commissioners. Tho Honse sent to the Senate a concurrent resolution for tho ap? pointment of a joint committee to ascertain whether, after the lease of the present building, a more suitable place can bo obtained for the accom? modation of tho General Assembly. Concurrod in and returned. The President announced Messrs. Sv '.ils and Rainey, Committee on the part of the Senate. Tho Housoalso sent to the Senate a joint resolution authorizing tho State Treasurer to pay to Dr. Alfred Raouls S315 for services as physician to Charleston jail, and for medicines furnished prisoners, received its first reading, and was ordered for consideration to-morrow. A bill to facilitate tho drawing of jurors in this State, received its first reading, and was ordered for consideration to-morrow. Mr. Montgomery presented tho petition of Joseph II. Kellar, of New? berry, S. C., and Mr. Hayes present? ed tho petition of Hon. John C. Hope, of Lexington, praying the General Assembly to petition Con? gress for the removal of their politi? cal disabilities. Referred to the Special Committee on Political Disa? bilities. Mr. Swails presented the account of W. J. Lee, of Williamsburg County, for blankets furnished pri? soners in the jail of that County. Re? ferred to the Committee on Claims. Mr. Jillson, from the Special Com? mittee on Political Disabilities, to whom was referred the petition of S. T. Atkinson, of Georgetown County, praying for tho removal of his politi? cal disabilities, reported back the same, accompanied by a concurrent resolution, which was agreed to, and ordered to bo sont to tho House of Representatives for concurrence. Mr. Swails, from the Committee on the Military, to whom was refer? red a bill entitled "A bill to amend in Act to establish a State police," reported back the same, with a re? commendation that tho bill bc amended by inserting at tho com? mencement of Seotion 1, the words, "That an Act entitled 'Au Act to es? tablish a State police,' approved on tho twenty-second day of August, A. D. 1868, be, and the same is hereby, amended as follows." The committee also roootnuiouu that tho word "thirty," page 2, second line, bo strieken out, and tho word "twenty" inserted, and that, with these amend? ments, tho bill do pass. Mr. Rainey, from tho Joint Com? mittee of tho Senate and of the Honse of Representares, appointed dnring tho special session of the Goneral Assembly, to examine the aooonnts, vouchers, &o., of S. L. IiOaphart, ex-Comptroller-General, reported that they have carefully ex? amined tho same and found them strictly correct. The committee take pleasure in adding, that the effici? ency displayed in the faithful dis? charge of tho arduous duties of that department of State, reflects the highest oredit on the ability and ca pacity of the retiring officer. Order? ed for consideration to-morrow. Mr. Hayne, from the Committee on Claims, submitted the reports of that committee, on Ibo accounts of Dr. A. W. Kennedy, B. H. Knight and Dr. Henry F. Heriot. Mr. Wright, from tho Committee on the Judiciary, to whom was refer? red a bill entitled "A bill to author? ize R. S. aud M. li. Bennett, of Beaufort, S. C., to collect wharfage," reported back thc samo, with a recommendation that the bill ilo pass. Ordered for consideration to? morrow, and to bo printed. Mr. Green, from tho Comov.tteo on Enrolled Bills, reported as duly and correctly enrolled, sealed, and ready for ratification, tho following: a joint resolution for the relief of Mrs. Mary A. C. Hobbs; au Act to provide assist? ance for tho transient Bick poor in the various cities and towns in this State. Mr. Arnim introduced a resolution, that the Senate elect a Standing Committee of Five on Couuty Offices and Officers. Ordered for considera? tion to-morrow. Mr. Montgomery took tho chair, when Mr. Corbin introduced a reso? lution, which was agreed to, that His Excellency tho Governor bo request? ed to inform the Seuato whether the Circuit Judges elect of tho several Circuits havo duly qualified; if so, when, and whether they, or any of them, have failed, aud if so, why, to enter upon the discharge of their duties, as required by Section 15 of an Act entitled "An Act to organize tho Circuit Courts," passed the tweutietb day of August, A. D. 18t?S. Mr. Hayes introduced a concurrent resolution, which was ordered for consideration to-morrow, that this General Assembly will take a recess, commencing on Tuesday, tho 22d instant, aud terminating on Monday, tho 4th day of January, 18G?). Mr. DeLarge, from the Committee on Ways and Means, reported favora? bly on tho petition of E. W. Oliver, lato Sheriff of Fairfield County, praying exemption from penalties, and recommend the adoption of the following joiut resolution: That E. W. Oliver, be relieved of tho penalty of five per cent, a mouth upon exe? cutions not returned by bira, within the time allowed by law, during the year 18G7. Laid over for a first read? ing. Also, favorably on tho petition of S. Li. Leaphart, ex-Cotnptroller General, for compensation for extra services performed in July and Au? gust, 1SGH, and recommend the pass? age of a joint resolution; that tho State Treasurer be directed to pay S. L. Leaphart tho sum of $184.93, for extra services performed during the months of July and August, 1868, agreeable to resolution of Geuerul Assembly, and the amount aforesaid is hereby appropriated for said pur? pose. Mr. DeLarge introduced a bill to establish the Mount Pleasant and Sullivan Island Ferry Company, and to extend the aid of the State to tho same. The Commit Joe on tho Judiciary submitted a resolution that the Ser geant-at-Arms bo instructed to pur? chase for the uso of tho Judiciary Committee tho Statutes and Digests of the State of South Carolina; that it shall be the duty of the Cbairmau of said Committee, immediately after oach adjournment of tho General As? sembly, to deposit said Digests and Statutes in tho Stato Library.
