THE FoKTY-FmsT CONGRESS.-It is not remembered, perhaps, by every ono, that, nnder n recent law, tho forty-first Congress will assemble after 12 meridian, on the 4th of March next, immediately upon the adjournment of tho fortieth Con gross, whoso constitutional term ex? pires at that time. We presumo that, without waiting to go into an election for Speaker or other officers, the House will at once adjourn for tho purpose of attending tbo inaugura? tion ceremonies and listening to the inaugural address of Gen. Grant, Afterwards the House will proceed to organize by tho election of a Speaker, and chen appoint a committee to wait on the new President and inform him that they aro ready to receive any communication from him. We pre? sume his first message will be neces? sarily brief, os tthe inaugural will doubtless contain much that ho would say in his message. Tho inaugural, we presume, will map out to some extent the views and policy th nt mny bo entertained at that timo by the in? coming President, and, after ascer? taining what these are, tho members may be disposed to adjourn, for a tims at least, or until the new admi? nistration gets fuirly to work. At all ev?nts^ve do not anticipate a lengthy session immediately following the 4th of Mulch. Tho sessiou to meet a week from next Monday will endeavor to pass every measure of importance, KO as to givo as clear a field ns possible for the new administration. The tenure of-ofiice law may not be repealed, al? though strong efforts will doubtless be made in that direction; tho ad? vanced radicals preferring to " wait and see " how tho new President be? haves himself before letting go this check-rein upon him, should ho prove too independent or refractory.
