Reed, Congress? man elect from this Congressional District: "Bat, fellow-citizens, wu must at once realize, us I have before remark? ed, that the Suite Qoverument or? ganized over us can be changed in no ether way than through the ballot box; that it is de facto if not de jure, and being the only government we have, our interests and duty alike re? quire that wo shall conform to its mandates whilst it exists, peaceably a jd in good frith, although we can? not do so cheerfully. lu other words, we mast accept tho situation. Moro particularly should we yield, not only a ready obedience, but an energetic support to tho laws designed to pre? serve the peace, and protect persons and property. Indeed, the peace must be presei'ved; all acts of violence and rapine must cease, and to this end every man should consider himself a conservator of the peaco, and lend a ready and willing hand to tho autho? rities ia bringing offenders to justice; that the timo moy again arrive when we may 'Sit down under our own vines and fig-trees, with nono to in? timidate or make us afraid.' I have received assurances recently from high authority, that the position of Governor Scott has not been correctly understood or appreciated; that he is zealous to preserve the pence, pro? mote the prosperity, and amelio? rate, as far as may be in his power, the anomalous condition of our peo? ple, and that if met in a like spirit of conciliation, without the slightest yielding of principle on our par? , the government of the State will be ad? ministered in the interests of its in? telligence, virtue and property: I .ggest, therefore, that so far as we may do so, without our yielding our opposition or sacrificing our princi? ples, wisdom and sound policy alike demands, that we should co-operate with the existing authorities in every movement that may be mado to ren? der our situation more tolerable. "But, fellow-citizens, the highest duty resting upon us at present, I take it, is that we lay aside for the time being the disonssion and excite? ment of politics, and unite our ener? gies in one great effort to develop and restore our material prosperity. Our system of agriculture must be changed; the size of farms diminish? ed; improved labor-saving machines and agricultural implements must bo introduced; population and capital must be brought into thc State; labor must bo diversified; the cotton grown on the hills must he manufactured nt tho water-falls in thc valleys; reliable labor must bo retained or obtained, and properly utilized; aud by tho persistent accumulation and applica? tion of fertilizers to our exhausted soils, aud improved modes of culture, we must learn to grow on ono acre of land what we have been accustomed to grow on ten. These things, if tho proper spirit can bo aroused, are of comparatively easy accomplishment, and to this end, I advise that exist? ing associations, under tho name of Democratic Clubs, be kept up and enlarged, until over, good citizen can be induced to unite with them, not as political organizations, for any present purpose, but that they bo converted into Farmers' Associations, and perpetuated, for the grand pur? pose of enlisting the co-operation of our ontire population, in a deter? mined struggle to overcome our present misfortunes, and restore our ancient prosperity aud happiness." / DEATH OF A CONFEDEUATE GENE ' lui,.-Brigadier-General N. He was a native of South Carolina, a graduate of West Point, and commander of the Confed?rate troops at the battle of Leesburg. ?4 - Mayor Hoffman, of New York, yesteidoy resigned his office into the bauds of Thomas Coman, President of the Bo ird of Aldermen. Thc Democrats were successful in thc Augusta (Ga.) municipal election, on Wednesday-electing tho entire ticket. Everything passed of quietly. Captain Wieting, of the ship Gauss, who recently arrived in Charleston with a load of emigrants, died in that city on Wednesday last. Harriet Nelson, a colored shild, was accidentally burnt to death in Charleston, on Wednesday Inotj dur? ing tho absence of her parents. A white cow, bolongiug to Mr. Olaud, in Columbia, S. C., was reco vored yesterday, in tho suburbs of Charleston. Mr. E. H. Bissell has been appoint? ed Mayor of Charlotte, N. C., vice Dr. Pritchard, resigned. Gen. Stolbraud'hns been elected to carry tho voto of South Carolina to Washington. Noah Crane, an old and respected resident of Sumter, died last week. Alderman Batea asked permission to pign the report of the special com? mittee appointed to report the num ber of city officers required, whic was granted, ofter which they were approved. A petition from Wm. Johnston, President of tho Columbia and Au? gusta Railroad, was presented, pray? ing Conuoil to grant to that road tho free use and right of way of Wayne street, from Rice street, (now occu? pied by tho road,) to and across Gervais street, with tho privilege of crossing Gadsden street from its track, to get iuto Wayne street. Tho object beiug to mako a track from near the crossing of tho South Caro? lina Railroad, curving out into Wayne street, and up that to the de? pot of the Greenville and Columbia Railroad, across Gervais street. On motion, the above petition was refer? red to a Special Committee of Three. The Mayor appointed' Aldermen Hope, Agnew aud Goiger. The following preamble and resol tious were presented by Aldernn Agnew: Whereas, Tho Mayor and Aide men of the city ol' Columbia, Council assembled, havoj for the pr tection of the citizens and the pi ? ? ? - . '? ? .=g ccrv;;?;oa of tu? peace, determined to i ii ero? so the police force of tho city; I and whereas, the increased expense j so incurred, in addition to the pay of other indispensable officers of the I city, as well as other necessary ex? penses, may exoeed the means at the disposal of Council far payment of the same and all other legal de? mands against the city. Be it, there? fore, Resolved, That tho Mayor and Al? dermen of the city of Columbia, in Council assembled, before proceeding to on election for city officers, reserve the right to reduce the pay, to reduce the force or to abolish the offices to which any party or parties may be elected, whenever, in their opinion, tho interests of the city so demand. The foregoing preamble and reso? lutions were received and adopted. His Honor tho Mayor made the following report, which was received as information: GENTLEMEN OF THE CITY COUNCIL: Since our last regular meeting, I have visited the Alms House, in com? pany with tho chairman of that de? partment, and on inspection of that institution, find that there are some necessary improvements which should be attended to at once. The South? ern building is in a very dilapidated condition; no gi a ts in tho windows, the weather-hoarding in many places open, the root ir. a leaky condition and many of tue rooms in a dirty state. I would recommend that in? struction be given to the committee to havo the necessary repairs made, with a thorough white-washing of tho premises, and that the chairman onforce cleanliness among the in? mates. There are about two acres of woodland on the premises that might be cleared to advantage, for a garden spot. I also visited tho hospital, and found it well arranged, and the in? mates well attended to. The patients in both establishments speak iu favor of the present attending physician. Thc area for a garden at the latter placo might bo enlarged with ad? vantage to tho necessities of that in? stitution. I would recommend a thorough white-washing of the hos? pital also. Alderman Bates offered thc follow? ing resolution: Resolved, That thc Committee on Guard House and Police be author? ized to have a tablo made of suf ficent length, (with drawers attached,) for the Council Chamber, so as to give tho Aldermen sufficient room to trausact business. Pending discussion, the Alderman asked leave to withdraw bis resolu? tion, which was granted. Alderman Geiger offered tho fol? lowing, which was, on motion, laid on tho table: Resolved, That Mrs. Margaret Hardy and Mrs. Auuie Gathesin, now confined in tho Lunatic Asylum, be transferred to the pauper list of luna? tics.
