Chief Justice Chose, this morning, decided that the iron-clad oath should not be administered' to grand jury? men, as it rather hindered than fur? thered the ends of justice. Chief Justice Chase, in his order, to-day, dispensing with the test oath for graud "juries, explained that it was the additional oath prescribed by Congress, which is to be taken, un? less the Court in its discretion directs otherwise He added, that sornples at taking it, expressed by some of tho grand jurors known to bo among those best qualified for thc responsi? ble duties of their position, have in? duced us to inquire whether the pub? lic interests now demand that the taking of it be required, and we are satisfied-, that while tho matters affirmed in it, aro proper cause of challonge in particular cases, the ends of justice will be hindered and de? feated, rather than promoted and so oured, by directing it to be adminis? tered, Unless some special occasion shall demand it. No such special occasion now exists, and inasmuch as the required number of grand jurors have not yo* been sworn, we will order' that those who. have been sworn be discharged, aud tho Mar? shal will summon another grand jury in the usual manner. In his ohargo to the grand jury, he spoke as follows of revenue frauds: "We ad? monish you, gentlemen, on the sub? ject, i Frauds on tho revenue are au evil which tho land cries out upon, and frauds upon the revenue are frauds upon tho wholo body of tax? payers; and no one who eats, drinks, wears or ?3 sheltered under any roof, however humble, now escapes taxa? tion. They leave to-morrow, and go as far South as Atlanta, Ga. NEW YORK, November 25.-Felix Larkin, O'Baldwin's backer, was killed in Campbell's oyster saloon, this morning. McCallooh bas ordered the Bale of 825,000 in gold per week, in St. . Notwithstanding con? trary reports, it is known that our Government is satisfied with the pro? gress of the negotiations, and has no reason to doubt the arrangements for the settlement of these olaims will bo satisfactory to both nations. CLEVELAND, November 25.-A sew? er caved in lost night. Two persons were killed and nine injured. Later despatches from Bear River City say that the city ia now quiet under martial law', and business is going on as usual. A SAD ACC?DENT.-With emotions of sorrow wo notice tho death, by drowning, of James Dudley, Esq., a yonng and prominent member of the bar of this District. The accident occurred off the Cherry Grove Beuch, in tho neighborhood of which the de? ceased, with several other young per? sons, were enjoying a pleasant and happy visit to the plantation of Mr. Thomas Graham. About noon of the day of the occurrence, Mr. Dndley and Mr. Graham, with four colored hands, left the beach for a pleasure sail, and on their return in the after? noon, while attempting to muko the shore through tho breakers, the boat was swamped. Two of the hands remained by the boat, succeeded in righting her up, and, drifting out some distance, returned with the tide. Mr. Graham aud another of tho hands, after giving out twice, suc? ceeded in reaching the shore by swimming. Mr. Dudley and the other baud, in attempting to do the same, were drowned.-Harry Sentinel. ABBEST OP CONST ADLE HABBIS. Messrs. R V. Gist .-.nd J. W. Cald? well, citizens of Newberry, two quiet and respectable gentlemen, it will be remembered were arrested by W. P. Harris aud two United States soldiers, about tho time of the killing of Leo Nance. Both arrests were made nuder aggravating circum? stances, and as to be shown, without rightful authority, or just grounds. Mr. Gist at his home, and Mr. Cald? well on tho highway, the latter being fired upon. After unwarranted con? finement, they were convoyed to Co? lumbia, and subsequently bailed. On Wednesday last, the 18th, these gentlemen eaoh made full and posi? tive affidavits before Esquire Peter? son, of false arrest and imprisonment at the hands of Harris, upon which he was arrested and committed to prison to await a hearing. The biter sometimes gets bit, as is now shown. [Newberry Herald.
