Among the old buildings on made ground, was tho Custom House, which was badly shattered by the earthquake of 1805, and is now con? sidered unsafe. The officials have removed to the Internal Be venue Building. Business in tho lower part ot tho city is suspended, aud the I streets aro thronged. Tho parapet walls and chimneys of many build? ings fell, causing some loss of life. The damage will not oxcoed.$1,000, - OOO. Tho shock was severe at Oak? land, damaging many buildings. The curth opened in several places, smell? ing sulphurously. The Court House at San Leandro was demolished, kill? ing ono man. The shock was also very severe nt Sou Jose. MOBHIB, October 22.-A white wo? man, sixty years of age, was assaulted and ravished by three negroes, in tho outskirts of the oity, yesterday, in broad day-light. A market man was assaulted, by negroes, yesterday morning, a short distance from tho city,, and was mortally wounded by a rnusket-shot. Whilo insensible, be was robbed of everything-eveu his ' shoes. "TTTTTIEREAS, reports are being daily re VT ceived at this Department, and particularly from tho Counties of Abbe? ville, Anderson, Edgefleld, Lexington, Nowberry, Che-tor, Laurons, Union, York and Darlington, that tho lawn aro bciug violated, and tho officers of the law sot at defiance; that peaceful and unoffending citizens are murdcrod in cold blood, and thc murderers not only permitted but aid? ed to oscapo from justice; that families havo boen forced to abau'lon their homes and proporty hy fear of violence; that tho authority of tho Stato Government is openly derided and denied; that threats of violence, and oven of doath, aro uttered against prominent members of tho Re? publican party, if they shall attempt to visit their Districts, for tho purpose of dis? cussing tho political questions of tho day; that declarations aro openly made by per? sons calling tbeniselvos Democrats, of their determination not to permit their political opponents to voto at tho ensuing election; and, to enable them to effect their purposes, and to overawe tho people, largo quantities of lire-arms, of tho most improved description, havo boon brought into tho State and secretly distributed; that tbc public highways aro picketed hud patrolled by armed men, who stop and interrogate passengers, frequently abusing and assaulting those who differ with them in political opinion; and especially is there apparent a systematic effort, by abuso and intimidation, to deter colored porsous from tho exercise of tho elective franchise, and ail ibis in transgression of law, in de? rogation of tho peaco and dignity of tho Commonwealth, and in violation of tlu rights of the citizens. Tho right of suffrage belongs equally tc tho white and colored race, and all nun! be protected in its free and peaceful exer? cise. Fraud or violence may vitiate tin returns of any poll where they may ht perpetrated, and I call upon all good cit i zens to aid the officers of thc law in theil efforts ti? maintain tho peace and prcscrvi the independence and purity of tho ballot box. Tho State Government, of which I an: tho Executive head, is not only dc facti but de jur?, and commands tho allegianci of all within its territorial limits. It ii independent of Federal legislation and o the Federal Judiciary, whose ?lowers an dclined hythe Constitution, to be "judicial' and not "political." Its sovereignty am its honor are in its own keeping; and tin rights granted and conferred by it cai only be affected or subverted by a c hang in tho organic law, in obodionco to tin wisher of the people of tho State acting ii their sovereign capacity in a Convcntioi called for the purpose. To resist the law of tho state, represented by its legall; constituted officers, is an offence of th gravest character; and armed resistanc is treason. Now therefore, I, ROBERT K. SCOT'I Governor of tho Stato of South Carolinn do hereby issue this my proclamation, er joining and commanding all Magistrate* Sheriffs, and other oifipera of the peace i their respectivo Counties, to be fait hf u vigilant, and activo in tho discharge r their duties, and to report promptly t this Department every case where they ar obstructed or resisted in doing so; and I in the event of resistanco or assault, the; aro directed to apply to tho nearest militf ry post of United States troops for aid an co-operation in enforcing tue laws an maintaining tho public peace. In case < failuro on tho part of Magistrates, Sh? ritfs and officers of tho peace to perfori these duties promptly and efficiently either from noglect or sympathy with tb wrong-doers, they will be promptly ri moved and their places filled by men loy: tn tho State and faithful in tho discbarg of their obligations to tho community.
