.?Tlie New Rebellion "
Tho radical papers aro beginning
to fume about what they call the
"new rebellion in the South. " They
recite the ebullitions of some crazy
Deniocratio editor, recall the outrages
of tho Ku Klux Klans, the assaults
upon processions, the turbulence,
riots and bloodshed that have recent?
ly occurred in Nashville, New Or?
leans, Camilla aud lately iu Ope
lousas, parish of St. Landry-in
short, they point to tho unsettled
and menacing condition of things
throughout the States of Georgia,
Alabama, Arkansas, Louisiana and
Texas, indeed all over the South, as
evidence that a new rebellion has
qeen inaugurated, and the people nre
warned to prepare for the conse?
quences.
Now, we admit that a state of
alarm, confusion, anarchy, quasi-re
bellion and quasi-war, if you please,
exists in the South. We admit that
society there is plunged into a condi?
tion of chaos from which it may take
years to recover; that business is
prostrated; that the agricultural,
commercial and all industrial inte?
rests are paralyzed; that distrust
and discredit prevail; that education
and the canse of religion are lan?
guishing; that the people are in a
great measure strangers to any law
except lynch law, and that order, the
first law of God, is utterly unknowu.
But what is the cause of all this pub?
lic disorder and social derangement?
Who are to blame for precipitating
upon this rich and fertile land this
gigantic fusion of evils? The answer
is plain. They arise from a wild and
utterly preposterous attempt of the
radicals to establish in the South the
supremacy Of a race utterly unpre?
pared, unfit and incapable to assume
for years to come any other position
in social and political life than that
sanctioned by a condition of semi
barbarism. If tho white and black
races in the South had been left to
themselves, as they are in New York
and in all the North, there would
have been none of this anarchy, none
of this blodshed, none of this "new
rebellion," as the radicals call it. In
this effort to elevate the black race
above the white, the radicals have
excited in the former visions of ease,
plenty and equality which thew know
eau never be-realized in this ago.
They have awakened in the negro's
mind an idea that he is greater and
more powerful than his lato master,
and that when a question of justice
or right arises between them, the in?
fluence of the black must kick the
beam. But when the ignorant negro
finds that the promises of his white
radical frien?s aro not fulfilled, he
becomes an altogether different crea?
ture from what ho was even in a state
of bondage. His savage and cruel
nature is developed. Ho becomes a
marauder, a ravisher, an incendiary,
a debasod and inhuman animal.
White citizens are then obliged to
defend themselves against the depre?
dations of the blacks, and naturally
a collision occurs, in which it would
be singular if somebody were not
hurt. All this springs from a viola?
tion of the laws of nature and of tho
statute in regard to the status of the
twp races, which, tho radicals insist
upon oarrying out in tho South, and
which would bo followed by similar
deplorable occurrences were a like at?
tempt made in the North, or in any
community where the blacks have
settlement in any numbers. Here,
then, is a solution of the question os
to whom the existing reign of Vio?
lence in the South should be as?
cribed. .Now what is tho remedy?
To apply a eorreotivo to thia state of
things would be, first, to cease giving
the negroes ideas ebovo their capa?
city; second, to make them under?
stand that they aro amenable to the
laws and as liable to punishment for
their infraction n3 tho white man;!
third, to make them comprehend
that they must work or starve, "root,
hog, or die;" and lastly, to leave the
whites and the blacks iu the South
to settle the status of the two races
among themselves, just as wo do
here in the North, without inter?
ference from Northern place-seekers
or corrupt and venal adventurers
from any quarter.
